This study aims to identify the key factors hindering the implementation of international airport status at Adi Soemarmo Airport, Boyolali, following the issuance of the Minister of Transportation Decree Number KM 37 of 2025. Additionally, the study analyzes the effectiveness of coordination among agencies involved in Customs, Immigration, and Quarantine (CIQ) services and the airport operator regarding the provision of international services. A descriptive qualitative method employing a field study approach was used. Data collection involved observation, in-depth interviews with PT Angkasa Pura Indonesia management and CIQ authorities, and document analysis. Data analysis utilized George Edwards III’s public policy implementation model, covering aspects of communication, resources, disposition, and bureaucratic structure. The results indicate that the primary obstacle to implementing international status at Adi Soemarmo Airport is not a lack of physical facilities, but rather low and unstable market demand for international flights in the Greater Solo area. Although airside and landside facilities generally meet international standards, flight frequency remains limited to seasonal routes such as Hajj and Umrah. Competition from larger regional airports and the limited operational experience of personnel in handling regular international services also pose significant challenges. On the other hand, inter-agency coordination is considered procedurally effective, despite constraints during peak passenger traffic periods caused by limited personnel numbers and suboptimal utilization of inspection counters.
