<![CDATA[This study aims to analyze the dysfunction of the juvenile criminal justice system in reducing juvenile crime rates in Pesisir Selatan Regency, identify the factors contributing to this dysfunction based on the theory of law enforcement effectiveness, and formulate strategies to strengthen the system in accordance with the socio-cultural characteristics of the Minangkabau community. Data were collected through document analysis of legislation, official institutional documents, and relevant scholarly literature, and were analyzed using descriptive qualitative methods. The findings indicate that diversion has been implemented in accordance with Law Number 11 of 2012 concerning the Juvenile Criminal Justice System and has successfully resolved several juvenile cases through a restorative justice approach. However, these procedural achievements have not significantly reduced overall juvenile crime rates due to persistent dysfunctions in preventing recidivism, coordinating between the formal legal system and traditional nagari institutions, and limitations in facilities, personnel, and integrated data management. Analysis based on Soerjono Soekanto's theory of law enforcement effectiveness reveals that the effectiveness of the juvenile criminal justice system is influenced by legal, institutional, infrastructural, societal, and cultural factors that remain inadequately integrated. Therefore, strengthening the juvenile criminal justice system requires the development of local policies integrating nagari institutions into diversion and post-diversion supervision, enhancing inter-agency coordination, improving the capacity of law enforcement personnel, establishing an integrated data management system, and optimizing the Minangkabau philosophy of adat basandi syarak, syarak basandi Kitabullah as the foundation for sustainable restorative justice.]]>
