Human resources play a vital role in determining the success of regional governance, particularly in integrating local wisdom and environmental conservation into sustainable urban planning. This study aims to determine and analyze the effect of education and training on employee performance at the Development Planning, Research and Development Agency (BAPPELITBANGDA) of Cimahi City, Indonesia, an agency tasked with formulating policies that impact local cultural and environmental resilience. This research utilized a quantitative method, analyzing data via the Pearson correlation coefficient. The results indicated that the implementation of education and training achieved a score of 71.22%, based on dimensions including material content, methodology, and evaluation. Furthermore, employee performance reached an average score of 70.31%. The study found that education and training have a strong, positive influence on employee performance, contributing 64.80% to the performance variance. These findings emphasize that to effectively address regional challenges such as urban flood mitigation and the preservation of the Cireundeu indigenous village local governments must design continuous capacity-building programs specifically infused with conservation and cultural preservation curricula.
