This study aims to analyze the implementation of waste management policies based on Palembang Mayor Regulation Number 42 of 2023 using a literature study approach. Data were obtained from books, scientific journals, government reports, and statistical documents relevant to waste management and public policy implementation. The analysis applies the Van Meter and Van Horn implementation model, which emphasizes six aspects: policy standards and objectives, resources, implementing agency characteristics, inter-organizational communication, implementers’ disposition, and environmental conditions. The findings indicate that, despite clear regulatory frameworks, the implementation process faces challenges such as insufficient facilities, lack of community awareness, and poor coordination among stakeholders. However, strengthening institutional capacity and community-based initiatives shows potential for improving waste management. The study concludes that effective policy implementation requires optimizing resources, enhancing collaboration between institutions, and increasing public participation to achieve sustainable environmental governance.
