The digital transformation of broadcasting has created opportunities to enhance the effectiveness of disaster communication through the utilization of digital broadcasting technology. However, its implementation within local government institutions continues to face various institutional and operational challenges. This study aims to analyze the utilization of digital broadcasting technology in flood disaster communication by government agencies in West Jakarta and to develop a conceptual model explaining the relationship between digital infrastructure capacity, institutional preparedness, and disaster communication effectiveness. This study employed a qualitative approach using an exploratory case study design. Data were collected through in-depth interviews, observations, and document analysis involving 18 informants from the Regional Disaster Management Agency (BPBD), the Department of Communication and Informatics (Diskominfo), and sub-district governments in West Jakarta. Data were analyzed using thematic analysis supported by NVivo software. The findings reveal disparities in digital broadcasting infrastructure, weak inter-agency coordination, reactive institutional preparedness, and uneven socio-digital transformation among government personnel. The study concludes that the effectiveness of disaster communication is influenced by institutional integration, multi-stakeholder coordination, the improvement of operational procedures, and the enhancement of human resource capacity in utilizing digital broadcasting technology.
