This study aims to analyze the curriculum structure and content characteristics of Fiqh (Islamic jurisprudence) within the Islamic Religious Education (PAI) stream across all levels of madrasa (MI, MTs, and MA) under the Ministry of Religious Affairs. Employing a descriptive-qualitative method based on a documentary analysis of official Ministry regulations, the study reveals that the Fiqh curriculum is designed using a sequential-spiral model. This means that similar topics are revisited at higher levels but with greater depth and complexity. Specifically, the Fiqh curriculum at the MI level emphasizes practical daily acts of worship; the MTs level begins to integrate aspects of muamalah (social transactions) and basic scriptural evidence (dalil naqli); while the MA level focuses on legal reasoning, the comparison of schools of thought (madhhabs), and contemporary issues. The findings underscore the critical importance of curricular continuity to prevent ineffective overlap between educational institutions.
