Abstract

Indramayu Regency has the highest poverty rate in West Java Province, with 11.02% of its population living below the poverty line (Regional Development Planning Agency of West Java Province, 2026). One of the key challenges identified in Penganjang Village is the low level of household financial literacy among fishermen’s and farmers’ wives, as reflected in inadequate financial planning, limited saving practices, and dependence on high-risk borrowing. This community-based education program aimed to strengthen household financial management capacity through financial literacy outreach. The program employed a participatory outreach approach consisting of observations, interviews, educational sessions, interactive discussions, and practical exercises on household cash flow and budgeting using booklets and worksheets. Program effectiveness was evaluated through pre-test and post-test assessments. The findings indicated an improvement in participants’ understanding of income and expenditure management, financial record-keeping, and the importance of household financial planning. The program contributed to strengthening the capacity of fishermen’s and farmers’ wives as household financial managers, thereby enhancing household economic resilience and supporting community empowerment-based poverty alleviation efforts.
