<![CDATA[The transformation of education in the 21st century requires a paradigm shift in the learning process, including in Islamic Religious Education (PAI). PAI learning is no longer merely oriented toward the transfer of religious knowledge, but also toward the development of 21st-century skills, including critical thinking, creativity, communication, and collaboration (4C). This article aims to analyze the transformation of Islamic Religious Education learning design in addressing the challenges of the 21st century through the integration of Islamic values, active learning approaches, the utilization of digital technology, and the strengthening of students’ character. This study employed a qualitative approach using the library research method by analyzing various literature sources, scientific journals, and relevant references related to 21st-century learning and Islamic Religious Education. The findings indicate that the transformation of PAI learning design needs to be systematically implemented through student-centered learning, contextual teaching and learning, technology integration, and the application of innovative learning models such as Problem-Based Learning, Project-Based Learning, and inquiry learning. In addition, learning evaluation should be directed toward authentic assessment covering cognitive, affective, and psychomotor aspects comprehensively. This transformation is expected to make PAI learning more relevant, adaptive, and contextual, enabling students not only to understand Islamic teachings theoretically but also to apply them in daily life amid the challenges of the digital era and globalization.]]>
