This study was motivated by the importance of developing anti-bullying character among elementary school students to create a safe and comfortable learning environment. Homeroom teachers have an important role because they interact most frequently with students during the learning process. This study aimed to determine the role of homeroom teachers, the strategies used in developing anti-bullying character, and the supporting and inhibiting factors at SDN 1 Tamanrejo. This research used a qualitative approach with a case study design. The informants consisted of 17 participants, including 1 principal, 6 homeroom teachers, 5 third-grade students, and 5 sixth-grade students. Data were collected through observation, interviews, student questionnaires, and documentation. Data analysis used the Miles and Huberman model, including data collection, data reduction, data presentation, and conclusion drawing. The results showed that homeroom teachers act as role models, mentors, and supervisors for students. The strategies used include classroom rule enforcement, positive habituation, integration of moral values in learning, group work, and discussions. Supporting factors include support from the principal, cooperation among school members, and parental involvement, while inhibiting factors include differences in parenting patterns, social media influence, and diverse student characteristics
