<![CDATA[This study discusses the evaluation of study assignment programs in improving the competence of civil servants in Bengkulu City. The research problem arises because the program has been implemented, but administrative obstacles, licensing issues, budget limitations, and the less optimal use of learning outcomes in the workplace are still found. The purpose of this study is to evaluate the implementation of study assignments in improving civil servant competence through four evaluation levels, namely reaction, learning, behavior, and results. This research used a descriptive qualitative approach. Data were collected through observation, interviews, and documentation involving key informants from the Personnel and Human Resources Development Agency of Bengkulu City and main informants who had participated in study assignments. The findings show that the study assignment program received positive responses because it helped employees improve their education, insight, and career development. At the learning level, participants experienced improvements in knowledge, technical skills, discipline, and work attitudes. At the behavior level, participants became more confident, communicative, cooperative, and more courageous in making decisions. At the results level, the program encouraged simple innovation and work productivity, although its implementation still faced obstacles such as work culture, rigid bureaucracy, and limited workplace support. This study indicates that study assignments are useful for developing apparatus competence, but they require follow-up, monitoring, and appropriate job placement.]]>
