<![CDATA[This study analyzes the clearance in and clearance out processes to reduce delays of vessels operated by PT Matsuura Indonesia Jaya at Gresik Port. Vessel arrival and departure services depend on document readiness, data accuracy, verification by relevant authorities, digital systems, and operational coordination. A descriptive qualitative method was employed through observation, semi-structured interviews with two operational officers, documentation, and analysis of 51 vessel-call records over 17 weeks. The results show that clearance in begins with receipt of the estimated time of arrival, document checking, system submission, verification, and issuance of service permission. Clearance out includes preparing departure documents before operations are completed, final verification, issuance of the Sailing Approval, and coordination of pilotage, towage, and unberthing. The stages requiring the greatest optimization are preliminary document checking, earlier submission, verification monitoring, and synchronization of administrative work with operational activities. Dominant controllable causes of delay include incomplete or expired documents, discrepancies between manual and system data, revisions or repeated data entry, delayed information, and slow coordination. Operational and external factors, including cargo-handling delays, technical readiness of vessels, service queues, network or system disruptions, weather, and sea currents, also extend waiting time. Optimization is achieved through document checklists, clear task allocation, early submission, status monitoring, and active communication among the parties involved.]]>
