<![CDATA[Objective: This research aims to develop a valid and practical Management Information System (E-Admin), analyze service time efficiency improvements, and measure its contribution to enhancing administrative service quality at SD Negeri 2 Metro Utara to overcome performance gaps caused by conventional administration inefficiencies. Methods: The study employed a Research and Development (R&D) approach using the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). Subjects included material and media expert validators, and 18 respondents consisting of teachers and administrative staff. Data were collected through time observations and questionnaires, then analyzed using quantitative descriptive statistics, Paired Sample T-Test, and simple linear regression. Results: The E-Admin prototype achieved a technical validity of 86.6% (media expert) and 76.0% (material expert), with an 82.22% practicality rate. System implementation provided a highly significant improvement in time efficiency for completing administrative workloads (p < 0.001). Service quality improved to the Very Good category (83.78%), and empirical observations proved the system successfully closed school governance performance gaps. Novelty: The novelty of this research lies in the specific integration of the E-Admin system to cut bureaucracy and solve student data desynchronization, attendance recapitulation, and correspondence issues at the primary school level, empirically proven to overcome the ceiling effect phenomenon in administrative performance evaluation.]]>
