Developing Community-Based Tourism Governance in a Peri-Urban Village: A Participatory Approach in Ciwaruga Village

Abstract

This community service program was designed to initiate and develop a sustainable, community-based tourism governance model in Ciwaruga Village, a peri-urban area located on the border of Bandung City and West Bandung Regency. The initiative adopted a participatory, three-phase approach: planning, implementation, and evaluation. In the planning phase, a comprehensive mapping of tourism potential—covering natural landscapes, cultural assets, and creative industries—was carried out using participatory tools such as stakeholder mapping, field observations, and community dialogues. The implementation phase focused on strengthening local capacity through a tiered training model that included basic tourism literacy, experiential workshops, and digital marketing sessions. A total of 18 local participants, including youth, women entrepreneurs, and Pokdarwis members, actively engaged in these activities. The program culminated in co-creating and piloting three thematic tourism packages: a craft and creativity tour, a culinary heritage experience, and a suburban nature and cultural walk. These packages reflect local identity, promote sustainable tourism practices, and enhance community participation. The evaluation phase revealed increased awareness, strengthened local collaboration, and a growing sense of stakeholder ownership. Key recommendations include integrating tourism development into the village's formal planning instruments and establishing partnerships with external actors for continuity. This initiative presents a replicable model for activating community-based tourism in underdeveloped peri-urban areas.
