<![CDATA[This study examines the implementation of the Green Economy among MSMEs and local communities in the Gunung Anyar coastal area of Surabaya using a phenomenological approach. The study involved seven informants selected through purposive sampling, consisting of one area manager, three MSME operators, and three local community members. Data were collected through in-depth interviews, participant observation, and documentation, then analyzed using Creswell’s phenomenological analysis. The findings identify three main patterns of Green Economy implementation: resource utilization and waste reduction, community participation, and stakeholder collaboration. Implementation still faces challenges related to environmental awareness, marketing, participation, declining visitor numbers, and economic conditions, while opportunities include mangrove product innovation and MSME capacity building. From an Islamic perspective, these practices reflect the principles of khalifah, amanah, maslahah, mas’uliyyah, and mizan. The novelty of this study lies in identifying a local-actor-based Green Economy pattern that integrates MSMEs, local communities, and area management with Islamic Green Economy values. Theoretically, this study expands Green Economy research in coastal contexts, while practically providing a basis for strengthening MSMEs, environmental management, mangrove product innovation, and multi-stakeholder collaboration.]]>
