<![CDATA[Rapid population growth compels comprehensive infrastructure advancement to mitigate emerging urbanchallenges. As the primary support city for Indonesia's new capital, Ibu Kota Nusantara (IKN), BalikpapanCity faces severe demographic pressures, manifesting in critical issues like extreme water shortages andpersistent flooding. To ensure effective public service delivery, measuring community satisfaction is a vitaldeterminant for policy-making. This study evaluated infrastructure development priorities in Balikpapan Cityusing a mixed-methods approach. The Importance-Performance Analysis (IPA) method was strategicallyselected because it effectively translates the gap between public expectations and actual service performanceinto actionable, targeted priorities. Data were collected using a Likert scale to gauge community satisfaction.The IPA results revealed that the critical priorities demanding immediate intervention were the Hazardous andToxic Waste Management System, Integrated Waste Treatment Facilities, Disaster Evacuation Routes andShelters, and the Primary Drainage Network. Ultimately, this research contributes to sustainable urbanplanning by providing data-driven, community-centric recommendations. These strategies align with the 2025–2045 Balikpapan City Long-Term Development Plan (RPJPD), ensuring that future investments directlyaddress the most pressing community needs and enhance overall urban resilience.]]>
