government innovation designed to support the management of digital records in government agencies. This study aims to analyze the effectiveness of employee performance in the implementation of the SRIKANDI application at the North Sumatra Provincial Health Office. The study employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation from 10 informants selected using purposive sampling. Data analysis was based on Budiani’s program effectiveness theory, which encompasses target accuracy, program socialization, goal achievement, and program monitoring. The results indicate that the implementation of the SRIKANDI application has been successful in supporting employee performance effectiveness by streamlining correspondence processes, improving time efficiency, and facilitating digital records management. However, its implementation still faces several obstacles, such as limited training, varying levels of employee competency, system and network disruptions, and suboptimal monitoring and evaluation. Therefore, strengthening human resource capacity, providing infrastructure support, and conducting periodic evaluations are necessary to further optimize the implementation of the SRIKANDI application.
