The absence of an integrated discipline monitoring system makes it difficult for schools to track student violations, rewards, and accumulated points and to determine appropriate follow-up actions. This study developed a web- and mobile-based E-Discipline application for administrators, guidance counselors, homeroom teachers, students, and parents at SMK Negeri 2 Temanggung. The study used a Research and Development approach with the Waterfall SDLC model, covering requirements analysis, design, implementation, and testing. Data were collected through observation, interviews, and literature review from March to May 2026. The system was modeled using UML and ERD and implemented with Flask, Flutter, MySQL, REST API, and JWT. The application centralizes discipline data and supports role-based monitoring of violation points and rewards. Its main features include attendance, violation and reward management, automatic point calculation, suspensions, counseling, activity logs, and PDF reports. Black-box testing of 40 scenarios showed that all functions produced the expected results. The system supports more structured monitoring and counseling while improving access to discipline information for schools, students, and parents.
