The implementation of Holistic Integrative Early Childhood Education (HI-ECE) services in Indonesia still faces managerial challenges in synergizing the aspects of education, health, nutrition, care, and protection in an integrated manner. This study aims to analyze and describe the management of the HI-ECE program in improving the quality of early childhood services at Al-Faruq Nagreg ECE and Anak Ceria ECE, Bandung City. This research employs a qualitative approach with a descriptive-analytical case study design. Data collection techniques include in-depth interviews, observations, and documentation studies involving school principals, teachers, and relevant stakeholders. The results indicate that both institutions have successfully integrated essential service dimensions into their strategic planning and operational curriculum through a participatory process. Program implementation is driven by effective managerial leadership functions in coordinating cross-sectoral collaboration, while evaluations are conducted periodically using systematic models to ensure quality sustainability. The research conclusion emphasizes that the effectiveness of HI-ECE is highly dependent on managerial synergy capable of transforming internal resource limitations into service strengths through external partnership networks. This study generates a theoretical synthesis in the form of the Cross-Sector Synergy Management (CSSM) Model, which posits that the quality of ECE services is directly proportional to the extent of an institution's managerial collaboration. These findings provide a theoretical contribution to the development of early childhood education management based on an open and collaborative ecosystem.
