Abstract

The growing scale of village fund management demands stronger integrity mechanisms at the village government level, while formal legal approaches alone have not been fully effective in preventing the abuse of authority, particularly in Witihama District, East Flores Regency, where the Lamaholot customary system remains strong through the Bau Lolon rite as a moral and social binding mechanism. This community service activity aimed to disseminate research findings on the potential of Bau Lolon as a complement to public officials' oaths of office and as a social control mechanism for village financial management to cross-village stakeholders. The method used was a presentation of research findings followed by participatory dialogue, held on 16 June 2026 in Bayolewun and attended by thirteen participants comprising the Witihama District Head, village heads from five villages, education figures, community leaders, the customary priest, and a service team of three lecturers and one student. The results showed positive support from all participants for integrating Bau Lolon into anti-corruption policy, accompanied by critical notes on the need for a clear legal umbrella and technical arrangements. The activity succeeded in building initial understanding and cross-village consensus toward the possible drafting of Village Regulations as a local legal umbrella.
