Abstract

After 2018 revitalization, Waiwerang public market hasn’t served to its’ best function, as mandated inthe 2014-7th Law of Trading. Using the Context, Input, Process, and Product (CIPP) model, this researchaims to value how the program meets public needs, the properness of resources and implementationprocess according to the plan, to evaluate the goal and change in the society, using the qualitativedescriptivedesign. Data collected by interview, observation, and documentation methods. Results showthat revitalization was irrelevant with vendors and surrounding business’ needs. Vendors’ lowparticipation during the planning process was the main cause of inaccurate needs assessment. Programimplementation was not supported with sufficient local market management’s quality and capability. Thissituation happened because of the partially interpretation of the program’s goals, which stated in the2014-7th law and 2019-2nd Law of the Ministry of Trading Affairs. Trading facilities and infrastructureswas not properly utilized in supporting the market function attainment. Shortage of kiosks number, smallsize, and air circulation, were the main caused. The change of building appearance have been achieved,however, the availability of capital and production stability by using the credit union have not beenachieved. The role of social /institutional capital in building the stability of market ecosystem was stillneglected by the market management.

Abstract

Artikel ini menjelaskan pendidikan luar sekolah sebagai salah satu alternatif untuk menciptakan kebiasaaan literasi usia dini sebagai modal untuk dalam memasuki masa depan. Penciptaan kebiasaan literasi juga mempersiapkan siswa sekolah dasar untuk untuk mendukung sekaligus mengintegrasikan program gerakan literasi sekolah yang dicanangkan oleh pemerintah. Program pengabdian dilakukan selama satu bulan hari mulai tanggal 16 Juli – 16 Agustus 2022 dengan rincian kegiatan meliputi gebyar Amancalistung, pembangunan rumah belajar dan intensifikasi pendampingan kelompok belajar. Hasil pengabdian masyarakat menunjukkan meningkatkan kemampuan literasi anak-anak sekolah dasar, tersedianya rumah belajar amancalistung sekaligus meningkatkan peran dan kontribusi perguruan tinggi dalam pembangunan pendidikan berskala lokal.

Abstract

The principle of recognition not only corroborates and develops the unique tradition of running the village, but also reinvigorates the village to make innovations and rearrangements of its administration based on autochthonous autonomy and decentralization-based local government. This research aims to explore the capacity of village administration to implement the principle of recognition and to reveal impediments being faced, also to contribute to strengthening local capacity for solving community problems. The methods used in this research are qualitative and descriptive where data were collected through in-depth interviews and observations. The result shows that the village administration and the village consultative body both collectively and individually lack the capacity to implement the recognition principles. The inability to implement the recognition principle is caused by poor human resources of both the village administration personnel and the village consultative body. Consequently, there are no creative ideas set forth by the village administration or by the village consultative body as well as by the villagers as a whole to formulate innovative development programs or culture-based village regulations. Therefore, we need to implement capacity-building programs through training, technical assistance, socialization of regulations and well-scheduled sustainable apprenticeship in order for the village administration to design innovative development programs in accordance with the local needs and uniqueness of the village.

Abstract

Sejak UU No. 6 Tahun 2014 tentang Desa ditetapkan, pemerintah pusat secara masif mempromosikan pendirian Bumdes sebagai kekuatan ekonomi desa. Badan Usaha Milik Desa (BUMDes) merupakan lembaga hukum dan usaha desa yang dibentuk berdasarkan kebutuhan masyarakat dan potensi desa. Bumdes bukanlah semata-mata mencari profit tetapi juga memberi manfaat sosial dan non ekonomi lain. Melalui Bumdes, peran para tengkulak yang seringkali merugikan petani di desa dan penyebab meningkatknya biaya transaksi antara harga produk dari produsen kepada konsumen akhir bisa dikendalikan. Meskipun Bumdes penting bagi desa Watoone, akan tetapi pemerintah desa dan BPD enggan dan ragu mendirikan Bumdes, karena minimnya pengetahuan dan pengalaman tentang proses pendirian Bumdes. Karena itu kegiatan pengabdian kepada masyarakat ini bertujuan meningkatkan pengetahuan dan pengalaman belajar yang berharga bagi pemerintah dan BPD dalam menggali dan mengelola potensi unggulan desa melalui pendirian BUMDes dan pengembangan program inovatif lainnya. Dengan demikian kegiatan pengabdian secara mendasar berkontribusi nyata pada penguatan kapasitan Pemerintahn desa, BPD dan para tokoh masyarakat untuk mendirikan Bumdes agar kelak dapat memberikan nilai tambah bagi peningkatan pendapatan asli desa dan kesejahteraan hidup masyarakat desa. Since Law No. 6 of 2014 cosncerning Villages was enacted, the central government massively promoted the establishment of Bumdes as a village economic power. Bumdes are legal institutions and village businesses formed based on community needs and village potential. Bumdes are not solely looking for profit but also provide other social and non-economic benefits. Through Bumdes, the role of middlemen who often harm farmers in villages and the cause of increasing transaction costs between product prices from producers to final consumers can be controlled. Even though Bumdes are important for Watoone village, the village government and BPD are reluctant and hesitant to establish Bumdes, due to lack of knowledge and experience regarding the process of establishing Bumdes. Therefore this community service activity aims to increase valuable knowledge and learning experiences for the government and BPD in exploring and managing village superior potential through the establishment of BUMDes and the development of other innovative programs. Thus service activities fundamentally contribute significantly to strengthening the capacity of the village government, BPD and community leaders to establish Bumdes so that in the future they can provide added value for increasing village original income and the welfare of village communities.

Abstract

ABSTRAK BUM Desa Gute Gelekat desa Sandosi saat ini mengalami permasalahan seperti pemilihan jenis usaha yang tidak sesuai dengan potensi desa dan kebutuhan masyarakat, tidak ada laporan pertanggungjawaban penggunaan anggaran dan rusaknya mesin produksi usaha. Dampaknya, BUM Desa yang dibentuk pada tahun 2017 ini mengalami stagnasi sejak tahun 2018-2021. Kegiatan pengabdian kepada masyarakat (PKM) ini dilakukan oleh tim dari FISIP Universitas Katolik Widya Mandira dengan tujuan untuk mengidentifikasi secara komprehensif permasalahan yang berkaitan dengan wawasan dan pengetahuan para pengurus BUM Desa Gute Gelekat dan memberikan input yang kontributif bagi peningkatan kapasitas pengurus dalam hal manajemen tata kelola BUM Desa Gute Gelekat pada masa mendatang. Metode yang digunakan mencakup analisis situasi, persiapan, pelaksanaan dan evaluasi. Hasil dari kegiatan PKM ini memberikan beberapa kesimpulan: pertama, minimnya pengetahuan dari pemerintah desa mengakibatkan proses pendirian BUM Desa Gute Gelekat pada tahun 2017 mengabaikan sejumlah hal penting seperti analisis kelayakan usaha, analisis pengelolaan keuangan BUM Desa dan analisis SDM; kedua, prinsip tata kelola berbasis good corporate governance belum sepenuhnya diterapkan oleh pengelola BUM Desa Gute gelekat, seperti prinsip kooperatif, partisipatif, emasinpatif, transparan, akuntabel dan sustainable; ketiga, hasil post test dan pre test menunjukan bahwa ada peningkatan pengetahuan peserta setelah mengikuti kegiatan. Kata Kunci: BUM Desa, Manajemen, Good Corporate Governance  ABSTRACT BUM Desa Gute Gelekat of Sandosi Village is currently experiencing problems such as the selection of business types that are not in accordance with the potential of the village and the needs of the community, no accountability report for the use of the budget and damaged business production machines. As a result, this BUM Desa, which was formed in 2017, has stagnated since 2018-2021. This activity was carried out by a team from FISIP Widya Mandira Catholic University with the aim of comprehensively identifying problems related to the insights and knowledge of the management of BUM Desa Gute Gelekat and providing contributive input for increasing the capacity of the management in terms of BUM Desa Gute Gelekat governance management in the future. The methods used include situation analysis, preparation, implementation and evaluation. The results of this PKM activity provide several conclusions: first, the lack of knowledge from the village government resulted in the process of establishing BUM Desa Gute Gelekat in 2017 ignoring a number of important things such as business feasibility analysis, BUM Desa financial management analysis and HR analysis; second, the principles of good corporate governance have not been fully implemented by the BUM Desa Gute Gelekat manager, such as the principles of cooperative, participatory, innovative, transparent, accountable and sustainable; third, the results of the post test and pre test show that there is an increase in the knowledge of participants after participating in the activity. Keywords: BUM Desa, Management, Good Corporate Governance

Abstract

ABSTRACT This study specifically analyzes stunting prevention in East Flores Regency within a patriarchal culture. It aims to explain the challenges and impacts of the patriarchal culture of the Lamaholot community in Adonara on the success of the Gerobak Cinta program. Through a qualitative method, researchers conducted data collection using interview techniques. Data collection from secondary data. The collected data was analyzed using Moser's gender analysis framework to uncover women's roles and power relations that contribute to the program's achievements. The results show that the Gerobak Cinta policy design is still at the level of practical gender needs. This program has not maximally encouraged strategic gender needs related to awareness of power relations and also balanced roles between men and women in parenting, eating patterns and also the context of the cultural environment. Men are still considered as breadwinners and are not much involved in health activities, especially reducing stunting. Men still determine access and control over nutritious food sources for the family. Women are often presented as objects of the program so that they increase their double burden in the domestic and public spheres. Women's target groups have also not been seen to play a role in the Situation Analysis, even though they themselves need to convey what their problems are so that the intervention is really specific. Therefore, gender analysis is needed in every empowerment and development process carried out by the government, including Gerobak Cinta. ABSTRAK Studi ini secara spesifik menganalisis penanggulangan stunting di Kabupaten Flores Timur dalam budaya patriarki. Tujuannya untuk menjelaskan tantangan dan dampak budaya patriarki masyarakat Lamaholot, Adonara terhadap keberhasilan program Gerobak Cinta. Melalui metode kualitatif, peneliti melakukan pengumpulan data menggunakan teknik wawancara. Pengumpulan data dari data sekunder. Data yang terkumpul dianalisis menggunakan kerangka analisis gender Moser untuk menyingkap peran perempuan dan relasi kuasa yang berkontribusi pada capaian program. Hasil penelitian menunjukkan bahwa desain kebijakan Gerobak Cinta masih berada pada tataran kebutuhan gender praktis. Program ini belum mendorong secara maksimal kebutuhan gender strategis terkait penyadaran akan relasi kuasa dan juga peran yang seimbang antara laki-laki dan perempuan dalam pola asuh, pola makan dan juga konteks lingkungan budaya. Laki-laki masih dianggap sebagai pihak pencari nafkah dan tidak banyak terlibat dalam kegiatan kesehatan terutama penurunan stunting. Laki-laki masih menjadi penentu akses dan kontrol terhadap sumber makanan bergizi bagi keluarga. Perempuan sering hadir sebagai objek program sehingga mereka menambah beban ganda mereka dalam ranah domestik dan publik. Kelompok sasaran perempuan juga belum nampak terlihat berperan dalam Analisis Situasi, padahal mereka sendiri perlu menyampaikan apa yang menjadi permasalahannya sehingga intervensinya benar-benar spesifik. Karena itu butuh analisis gender dalam setiap proses pemberdayaan dan pembangunan yang dilakukan pemerintah termasuk Gerobak Cinta.

Abstract

Artikel ini membahas penanganan stunting berbasis kearifan lokal di Kabupaten Flores Timur. Tujuannya untuk mengeksplorasi dan menemukan nilai-nilai kearifan dari tradisi Bu’a Oring pada masyarakat adat Lamaholot dalam mendukung upaya penanganan stunting berkelanjutan di Kabupaten Flores Timur. Metode yang digunakan adalah kualitataif dengan pendekatan deskriptif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menemukan bahwa upaya pemerintah menekan tingkat prevalensi stunting melalui program PMT terfokus Gerobak Cinta dihadapkan pada tantangan serius terkait aspek keberlanjutan. Karena itu tradisi Bu’a Oring dapat menjadi alternatif dalam penanganan stunting berkelanjutan. Nilai gotong royong, kebersamaan, komitmen dan musyawarah dapat diinternalisasikan untuk mendukung keberlanjutan penanganan stunting secara mandiri oleh masyarakat meski tanpa adanya intervensi pemerintah. Karena tradisi Bu’a Oring merupakan bagian dari budaya dan kearifan lokal yang telah melekat dalam cara hidup masyarakat lokal dan masih dijalankan hingga sekarang.

Abstract

ABSTRAK BUMDES Bao Rerawulan saat ini dibekukan oleh Pemerintah Desa Pamakayo sejak tahun 2022. Langkah ini diambil menyusul adanya persoalan dimana para pengurus BUMDES sebelumnya tidak dapat mempertanggungjawabkan dana penyertaan modal yang dialokasikan oleh Pemdes Pamakayo. Disamping itu jenis usaha yang dipilih pun dinilai tidak relevan dengan kebutuhan masyarakat dan potensi desa. Fakta ini menunjukan bahwa signifikansi peran BUMDES sebagai lembaga ekonomi desa belum berjalan secara maksimal di Desa Pamakayo. Kegiatan pengabdian kepada masyarakat (PKM) ini dilakukan oleh tim dari FISIP Universitas Katolik Widya Mandira dengan tujuan untuk mengidentifikasi secara komprehensif permasalahan yang dihadapi pihak mitra sekaligus memberikan input yang kontributif kepada pemerintah Desa tentang prosedur pendirian BUMDes, analisis jenis usaha dan pentingnya peran BUMDes sebagai lembaga ekonomi Desa. Metode yang digunakan mencakup analisis situasi, persiapan, pelaksanaan dan evaluasi. Analisis hasil post test dan post test menunjukan bahwa paparan materi dari tim PKM berpengaruh terhadap peningkatan wawasan dan pengetahuan peserta perihal prosedur pendidiran BUMDes, analisis jenis usaha BUMDes dan pentinnya Local Economic Development untuk menjadikan BUMDes sebagai lembaga ekonomi desa. Kata Kunci: BUMDes, Local Ekonomic Development, Ekonomi Desa  ABSTRACT BUMDES Bao Rerawulan has been frozen by the Pamakayo Village Government since 2022. This step was taken following an issue where the previous BUMDES administrators could not account for the capital participation funds allocated by the Pamakayo Village Government. In addition, the type of business chosen was considered irrelevant to community needs and village potential. This fact shows that the significance of the role of BUMDES as a village economic institution has not run optimally in Pamakayo Village. This community service activity (PKM) was carried out by a team from FISIP Widya Mandira Catholic University with the aim of comprehensively identifying the problems faced by the partners as well as providing contributive input to the Village government on the procedure for establishing BUMDes, analyzing the type of business and the importance of the role of BUMDes as a Village economic institution. The method used includes situation analysis, preparation, implementation and evaluation. Analysis of the results of the post test and post test showed that the exposure to material from the PKM team had an effect on increasing participants' insights and knowledge regarding BUMDes establishment procedures, analysis of BUMDes business types and the importance of Local Economic Development to make BUMDes a village economic institution.  Keywords: BUMDes, Local Economic Development, Village Economy

Abstract

This paper aims to examine the factors inhibiting stakeholder collaboration in Meko marine tourism governance in Pledo Village, Witihama District, East Flores Regency. This study is also directed to offer the concept of Collaborative Governance from Ansell and Gash which includes indicators of face to face dialogue, trust building, commitment to process and shared understanding, as a middle way to unravel governance problems. This research uses a qualitative research method with a case study approach to analyze the problems of governance of the Meko Marine tourism area in Pledo Village, Witihama District, East Flores Regency. The results found that the failure of collaboration between stakeholders in Meko was caused by a number of factors, such as no party appearing as an initiator of collaboration, polemics over land status and mutual suspicion from stakeholders. The failure of collaboration has an impact on the lack of development to support Meko's marine tourism attractions and also raises governance problems due to limited reliable human resources. The concept of Collaborative Governance can be seen as an ideal middle ground to overcome Meko's tourism governance problems. The success of face-to-face dialog involving all actors is an entry point for the creation of mutual trust, the development of actors' commitment to collaborate and a shared understanding of the goals to be achieved from the collaboration process. This collaboration model not only contributes to solving the problem of collaboration between stakeholders or the issue of land status of the Meko marine tourism area, but more than that the concept of Collaborative Governance gives significance to the transformation of Meko into a leading tourist destination in the future.
