<![CDATA[Management of peatlands plays an important role in ecosystem protection and supports food resilience, but the implementation of its policies in Siak Regency is not optimal due to weak, non-inclusive governance. This research aims to analyze the implementation policy inclusive policies in peatland management, as well as formulate a policy model to realize food resilience and sustainable land use. The research uses a qualitative approach with a case study design through interviews with 25 informants, observation, Focus Group Discussion (FGD), and analysis of 58 policy documents. Data were analyzed using thematic analysis. Research results show that policy is still dominated by administrative and sectoral approaches. As many as 84% of informants stated that policy compilation is still dominated by the government; 80% rated public participation as consultative only; 80% stated that benefit distribution is not yet even; 76% rated the government response as still slow; and 84% said cross-sector coordination is not yet collaborative. Conditions: local knowledge is not yet integrated, low community ownership, weak learning policies, as well as declining effectiveness of peat in supporting food resilience. This research generates policy models for inclusive management of peatlands built on five pillars, namely active participation, fair representation, accessible information, adaptive accountability, and collaborative coordination. This model offers an adaptive-inclusive governance paradigm that strengthens the effectiveness of peatland restoration and supports the realization of food sustainable.]]>
