Abstract

Despite increasing emphasis on community-based climate adaptation, the implementation of inclusive governance in the Climate Village Program (ProKlim) remains uneven at the local level. Previous studies have primarily focused on participation and program effectiveness, while limited attention has been given to multidimensional governance inclusiveness. This study examines the implementation of inclusive governance in ProKlim at the village level in Tobek Godang Village using a qualitative case study approach. Data were collected through in-depth interviews, observation, and document analysis involving key informants from village government and community members. The findings show that inclusive governance remains fragmented and uneven. Inequalities persist in access to information and resources, participation varies across social groups, transparency tends to be symbolic, accountability remains procedural, and institutional coordination is weak. This study contributes to inclusive governance literature by demonstrating that inclusiveness in community-based climate governance is shaped by intersecting spatial, social, and institutional inequalities, producing partial and uneven inclusion rather than equal participation. The study highlights the need to strengthen institutional coordination and participatory mechanisms to support more equitable and sustainable climate governance at the village level.

Abstract

Abstract

In supporting good governance, various regions in Indonesia are attempting to implement the concept of digitalization in public services. This study aims to review the digitalization of governance related to public services focused on Pekanbaru City. This research method is SLR (Systematic Literature Review). The results of the study indicate that the Pekanbaru City Government is striving to support digital transformation in governance, demonstrated by the digitalization of public services. Pekanbaru City has become a city that demonstrates various innovations in adopting digitalization, demonstrated by a number of integrated applications in providing public services such as Pekanbaru in Your Hands, SIAP MPP Pekanbaru, and SIPENDUDUK. These applications demonstrate the government's real contribution in implementing the concept of digitalization, which aims to facilitate the public in obtaining public services online. Through these innovations, the government has succeeded in realizing digitalization in public services in Pekanbaru. However, application use among the public is still optimal due to several obstacles such as the still small number of users, low public satisfaction, and queue problems. It is hoped that there will be socialization to the public and efforts to optimize digitalization in public services in Pekanbaru so that the public and government can obtain profitability from the system to support the realization of good government governance. These findings can serve as a reference for future researchers who wish to focus on examining the implementation of the concept of digitalizing public services in Pekanbaru. As many as 84% of informants stated that policy compilation is still dominated by the government; 80% rated public participation as consultative only; 80% stated that benefit distribution is not yet even; 76% rated the government response as still slow; and 84% said cross-sector coordination is not yet collaborative. Conditions: local knowledge is not yet integrated, low community ownership, weak learning policies, as well as declining effectiveness of peat in supporting food resilience.
