This research aimed to analyze the effectiveness of Village Fund utilization in supporting infrastructure development programs in Pelehu Village, Bilato Subdistrict, Gorontalo Regency. This research employed a qualitative approach with a descriptive research design. The theoretical framework used was Budiani's (2007) Program Effectiveness theory, which comprises four indicators: Program Target Accuracy, Program Socialization, Program Goal Achievement, and Program Monitoring. Data were collected through observation, interviews, and documentation. The results showed that the use of Village Funds to support infrastructure development in Pelehu Village was relatively effective, as indicated by the program effectiveness indicators proposed by Budiani (2007). Infrastructure development was aligned with community needs through Subdistrict-Level Deliberations (Musdus) and Village Deliberations (Musdes), accompanied by program socialization via various media, although it had not yet reached all community members. The development programs also provided benefits in terms of accessibility and the community's socioeconomic activities, although their implementation was not yet optimal due to budget constraints and development Consultative Body (BPD), the Implementation Team (TPK) and the community: however, community participation in monitoring still needd strengthening.
