Unstructured human resource management (HRM) remains one of the major challenges limiting the development of Micro, Small, and Medium Enterprises (MSMEs), including those in Balleanging Village, Ujung Loe District, Bulukumba Regency. Most MSMEs have yet to establish standard operating procedures (SOPs), clearly defined job responsibilities, or simple mechanisms for evaluating employee performance. This community service program aimed to strengthen HRM practices through the standardization of work processes and the improvement of work systems within MSMEs. The program adopted the Participatory Action Learning (PAL) approach, which involved a series of activities, including needs assessment, socialization, training, mentoring, implementation, and evaluation. A total of 34 MSME owners participated as program partners. The results indicate that participants gained a better understanding of the importance of effective HRM and were able to develop and begin implementing SOPs, clearer job descriptions, and more structured work systems tailored to the characteristics of their businesses. The program also contributed to improving workflow consistency, coordination among workers, and the readiness of MSMEs to support sustainable business development. These findings suggest that strengthening HRM through work process standardization and systematic work organization is an effective strategy for enhancing organizational capacity and improving the productivity of MSMEs.
