Civic Education learning in elementary schools plays an important role in developing students' character, citizenship awareness, critical thinking skills, and social abilities. However, many studies indicate that Civic Education learning still faces challenges, particularly the low active participation of students during classroom activities. This study aims to analyze the factors causing low student participation in Civic Education learning and identify appropriate learning strategies to improve student involvement. This research uses a literature review method by analyzing relevant national journal articles. The findings show that low participation is influenced by internal factors such as motivation, interest, and confidence, as well as external factors including teacher-centered learning, limited learning media, and lack of collaborative activities. Several strategies that can improve student participation include Problem Based Learning, cooperative learning, Picture and Picture, Giving Question and Getting Answer, and interactive learning media.
