This study explores the implementation of the Morning Qur’anic Literacy program as a pedagogical strategy to strengthen students' religious character amidst religious background heterogeneity at SMP Negeri 42 Surabaya. Employing a descriptive qualitative approach, data collection was conducted through observation, in-depth interviews, and documentation using purposive sampling, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The results indicate that the program, routinely held from 07.00 to 07.30 AM, utilizes a peer modeling scheme (student-led Quran recitation guides) to stimulate vicarious learning and environmental conditioning. Although psychological barriers such as initial resistance, formalistic compliance, distraction, and a lack of Quran ownership emerged due to parental guidance gaps, the school successfully addressed these issues through seating arrangements, the provision of reserve Qurans, and intensive monitoring. The scientific novelty of this study highlights that morning Quranic literacy effectively serves as an equalizer of religious habituation in inclusive public junior high schools, culminating in sustainable student discipline and spiritual awareness.
