Forest and land fires are a complex environmental problem in Riau Province, particularly because they generate smoke that affects environmental quality, public health, socio-economic activities, and sustainable development. Addressing forest and land fires depends not only on technical firefighting capacity but also on governance quality, institutional capacity, inter-agency coordination, and consistent environmental protection. This study aims to analyze forest and land fire governance and identify strategies for strengthening government capacity to promote environmental protection in Riau Province. The study employs a qualitative approach using descriptive-analytical methods. Data were collected through document analysis of regulations, institutional reports, and relevant literature on forest and land fire management. The findings indicate that the effectiveness of fire management is influenced by government capacity in prevention, early detection, rapid response, cross-sectoral coordination, monitoring, and enforcement of environmental provisions. Capacity strengthening should focus on integrated information systems, improving human and material resources, strengthening multi-stakeholder coordination, and developing community-based prevention mechanisms. Collaborative and adaptive governance oriented toward prevention provides an important foundation for strengthening environmental protection and promoting sustainable development in Riau Province
