This study aims to improve students’ learning outcomes in basic locomotor movements through hula hoop-based games among second-grade students at SDN Cipinang 01 Pagi, SDN Jati 07 Pagi, SDN Rawamangun 02 Pagi, and SDN Rawamangun 09 Pagi. The study was motivated by students’ suboptimal learning outcomes, particularly in movement variations, balance, and understanding the concepts of basic locomotor movements. This study employed an action research method using the Kemmis and McTaggart model, which consists of planning, action implementation, observation, and reflection. The research subjects were second-grade students from the four elementary schools. Data were collected through observation, learning outcome assessments, and documentation. The data were analyzed descriptively to identify improvements in students’ learning outcomes. The results showed that hula hoop-based games improved students’ learning outcomes in basic locomotor movements. Classical learning mastery at SDN Cipinang 01 Pagi increased from 37% to 100%, at SDN Jati 07 Pagi from 55% to 100%, at SDN Rawamangun 02 Pagi from 50% to 100%, and at SDN Rawamangun 09 Pagi from 57% to 100%. These improvements covered psychomotor, cognitive, and affective aspects. Therefore, hula hoop-based games can serve as an alternative physical education learning approach to improve second-grade elementary school students’ learning outcomes in basic locomotor movements.
