Food security is a strategic concern that requires stakeholder collaboration through a Collaborative Governance approach. Although Pandeglang Regency has significant potential to serve as Banten Province’s food hub, it faces several obstacles, including agricultural land conversion, climate change, inadequate irrigation, weak farmer institutions, and limited intersectoral coordination. This study examines the application of Collaborative Governance to achieve sustainable food security and proposes a model to strengthen collaboration. Using a qualitative conceptual approach, the research combines a Narrative Literature Review with Document Analysis. Data are examined through content and thematic analyses based on Ansell and Gash’s five dimensions of Collaborative Governance. The findings suggest that sustainable food security depends on effective collaboration among government institutions, farmer groups, Bulog, BUMDes, private enterprises, academics, and local communities. Accordingly, the study proposes a collaborative strengthening model centered on establishing permanent coordination forums, enhancing facilitative leadership, integrating food information systems, promoting agricultural digitalization, and implementing Smart Food Governance. These strategies are expected to improve coordination, strengthen institutional capacity, and support regional food system sustainability. However, the proposed model remains conceptual and requires empirical validation, while its applicability to other regions depends on their specific contexts.
