Abstract

Abstract

This study evaluates the implementation of the E-Government program in DKI Jakarta using the CIPP (Context, Input, Process, Product) evaluation model and the Kirkpatrick model. The CIPP evaluation results indicate that the E-Government program has successfully integrated various public services into a digital system aligned with the Regional Medium-Term Development Plan (RPJMD). The program requires ongoing investment in information technology infrastructure and training for civil servants, as well as increased participation from various government agencies and the public. The product evaluation results show improved government transparency and accountability, making it easier for the public to access public services and government policy information. The evaluation using the Kirkpatrick model shows positive results at every evaluation level, with users providing positive feedback on e-government services, increased understanding, adoption of digital services, and significant long-term impacts on operational efficiency, transparency, and public satisfaction. However, this study also identifies challenges that need to be addressed, such as technology infrastructure gaps, digital literacy among the public, and data security and privacy issues. Addressing these challenges will optimize the implementation of E-Government in DKI Jakarta and support the government's vision of an efficient, inclusive, and responsive Smart City.

Abstract

This study aims to identify and strengthen the strategic role of women in the development of the creative economy through a community-based participatory empowerment approach. Located in Jagakarsa District, Jakarta, this Community Service activity employed a qualitative descriptive method combined with a participatory approach. Data collection techniques included observation, in-depth interviews, focus group discussions (FGDs), and pre-posttest questionnaires with 35 female micro and small business owners in the culinary and craft sectors. The results showed significant improvements in digital literacy, managerial skills, and product branding skills among participants. Furthermore, the formation of a network of women entrepreneurs strengthened local collaboration and leadership. However, structural barriers such as limited access to financing and the burden of multiple roles hinder business sustainability. These findings confirm that integrating technology-based training, strengthening social networks, and a participatory empowerment approach is an effective strategy for building the capacity of women as key actors in the local creative economy. This research provides a conceptual contribution to gender-based inclusive economic development and a contextual and sustainable empowerment model.

Abstract

This study aims to analyze and develop an anticipatory action model based on multi-stakeholder collaboration for flood preparedness in Pandeglang Regency, where flood management practices have predominantly relied on reactive emergency response measures. The primary issue identified is the limited institutionalization of anticipatory actions during the pre-disaster phase, weak cross-sector coordination, insufficient resource integration, and minimal engagement of community groups and non-governmental stakeholders in preparedness planning. The research employs a descriptive qualitative approach, collecting data through in-depth interviews, field observations, and analysis of regional policy and contingency planning documents. Data were analyzed using an interactive process consisting of data collection, reduction, display, and conclusion drawing to identify patterns of collaboration, governance gaps, and structural constraints. The findings reveal that although formal contingency planning documents exist, anticipatory measures have not been systematically implemented or embedded within routine governance practices. This study proposes a conceptual model that emphasizes institutionalized collaboration, clearly defined stakeholder roles, strengthened early warning systems, integrated pre-disaster planning mechanisms, sustainable resource allocation, and active community participation. The proposed model contributes to the development of proactive, inclusive, and sustainable flood governance while enhancing local resilience and reducing long-term disaster risk in flood-prone regions.
