<![CDATA[Establishing rural economic institutions requires not only physical infrastructure but also governance arrangements that support participation, transparency, and accountability. This study examines accountability, transparency, openness, and the rule of law in the early development Focusing on KDMP in Bukur Village, Indonesia, this research adopts a qualitative case study design, with interview-based data serving as the primary source of evidence with five informants, site observation, and available documents. Construction reportedly occurred between July 2025 and February 2026, followed by interviews in May–June 2026. The findings indicate that village government support, particularly land provision and administrative facilitation, helped advance construction. However, informants differed in their knowledge of project funding, reported limited direct involvement in planning, and expressed uncertainty about institutional responsibilities. These accounts suggest that completing physical facilities does not necessarily ensure shared understanding of their governance arrangements. The study introduces the governance sequencing gap as an analytical proposition for examining possible differences in the development of infrastructure and institutional governance. Although the single-case evidence cannot establish a causal or generalizable pattern, it underscores the importance of information disclosure, meaningful participation, clear responsibilities, and accountability in preparing cooperatives for operation.]]>
