Learning ribbon embroidery in vocational fashion programs is difficult because it requires visual demonstration and repeated practice, while teachers often rely on static slides. This research and development study produced and tested a mobile learning medium integrated with a project-based learning (PjBL) model for the fashion decoration competency unit. The ADDIE model guided development at a state vocational high school in Central Java, Indonesia. Three material experts and three media experts evaluated feasibility, five teachers and 26 students evaluated practicality, and a quasi-experimental pretest-posttest control group design (experimental n = 26; control n = 27) examined effectiveness. Experts rated the medium very feasible (material M = 4.59; media M = 4.45). Practicality was very high (97%; Kr = .97 and Ks = .93 for students). The experimental class outperformed the control class on the posttest (M = 82.50 vs. M = 73.52), t(51) = 4.67, p < .001, d = 1.28, and showed a higher normalized gain (.50 vs. .34), with 96.15% of students reaching mastery. The medium is feasible, practical, and effective for improving cognitive learning outcomes, although psychomotor outcomes still need testing.
