<![CDATA[This study aims to analyze the implementation of human resource policies in improving employee performance at the Regional Disaster Management Agency (BPBD) of Gunungsitoli City, identify employee performance levels, and examine the obstacles encountered in implementing these policies. This study employed a descriptive qualitative approach, with data obtained through interviews with key, primary, and supporting informants in July 2025. The results indicate that human resource policies have been implemented through recruitment, employee placement, competency development, training, and performance evaluation. Employee performance is generally considered satisfactory, as reflected in discipline, responsibility, teamwork, and responsiveness to emergency situations. However, the implementation of these policies still faces several challenges, including limited personnel, inadequate technical competencies, budget constraints, insufficient facilities and infrastructure, and employee placements that do not fully match their expertise. Therefore, continuous competency development, improved employee placement, strengthened performance-based reward systems, and cooperation with relevant institutions are necessary. This study concludes that effective and well-planned human resource policies play an important role in improving employee professionalism, organizational performance, and the quality of disaster management services in Gunungsitoli City.]]>
