Abstract

Research on Primary Service Integration (ILP) has so far highlighted more readiness and implementation barriers, while studies evaluating the application of Total Quality Management (TQM) principles in ILP comprehensively at the Puskesmas level are still limited. Evaluation from the perspective of TQM is needed to assess the consistency of the application of quality principles, organizational involvement, data use, and continuous improvement in the implementation of ILP. This study aims to evaluate the application of TQM principles in the implementation of ILP and identify supporting factors and obstacles in the Sungai Besar Health Center, Banjarbaru City. The research uses a qualitative approach with a case study design, to be carried out in May 2026. Data were obtained through observation, in-depth interviews with five purposively selected informants, and document review. The analysis was carried out in a qualitative descriptive manner through data reduction, data presentation, and conclusion drawn, with triangulation. The results show that the TQM principle has been implemented through staff and cadre involvement, participatory leadership, customer focus, data-driven decision-making, and continuous improvement which is reflected in the PDCA cycle. The main obstacles include waiting time, data integration, cadre regeneration, and limitations in target monitoring. The implementation of TQM has supported ILP, but process optimization and quality system strengthening are still needed.
