Sumenep Regency has great potential for agropolitan development, particularly for shallots as a leading commodity. This development requires collaboration among government, the private sector, and the community through a collaborative governance approach. This study aims to analyze collaborative governance in shallot agropolitan development in Sumenep Regency, from the early stages of collaboration through to the outcomes achieved. The study employed a descriptive qualitative design, with informants selected through purposive sampling, totaling 15 people consisting of the Regional Government represented by Bappeda, DKPP, DKUPP, and the extension team; the PIR Cooperative (Permata Indah Rubaru); the community (representatives of farmer groups (GAPOKTAN), middlemen, retailers, and landowners); and academics (lecturers at Wiraraja University). Data were collected through in-depth interviews, observation, and documentation, and then analyzed using the interactive model of Miles, Huberman, and SaldaƱa, which comprises data condensation, data display, and conclusion drawing. The data were subsequently refined and deepened through a focus group discussion (FGD) involving the research team and all informants. The results show that collaborative governance has not yet fully succeeded in creating a prosperous and self-reliant community. The obstacles identified include stakeholders' limited time, limited information, limited human resources, and limited facilities and infrastructure, compounded by low public awareness of the importance of the program.
