<![CDATA[Abstract:Education is the main key in advancing the country, so that the government with various educational policy programs targeting all regions in Indonesia at the city, village and island level. However, this policy is constrained when confronted with the ideas of communities that are still traditional, such as in the KangeanIsland which has a relatively low level of education with many cases of dropping out at various levels of education. The aim of the program of community service activities is expected to be able to increase the awareness of the people of the village of Nyaplongondung on the importance of education in the midst of the conditions and thoughts of the community that are still very ordinary and traditional towards the benefits of education. With the provision of guidance it is expected to be able to improve the culture of conscious education, so that people do not be indifferent to the importance of education for their children. This dedication uses qualitative methods with descriptive nature using analysis, referring to data and utilizing theory as supporting material. Community service activities in Nyaplongondung sub-village, Duko village, Arjasa sub-district received very good reception from local agencies namely village apparateurs, institutions such as SDN Bilis-Bilis IV and community of Nyaplongondung.]]>

<![CDATA[ABSTRACTPoverty is an endless problem to be analyzed. Various policy formulas have been issued to reduce and alleviate poverty. One of the policies issued by Indonesian government is the minapolitan program that aims to develop economic zones to be more productive, so that the community is able to be independent. Sumenep Regency as one of the areas included in the development of the Minapolitan area provides benefits for the government and the community, especially those living in coastal areas. This is based on the still large number of poor people in coastal areas who only rely on income from the sea without making innovations related to the use of natural resources that exist around the coast. The development of the minapolitan area will be able to provide education to the community related to the production and utilization of marine products, especially seaweed cultivation in the village of Tanjung. This will ,then, have an impact on people's economic independence and reduce the amount of poverty in the coastal areas. Thus, the impacts that are in line with the success of seaweed cultivation through the minapolitan program will be able to assist regional economic development, especially if the cultivation program can be traded on the international market. This study uses a descriptive-qualitative research method with the aim of this study to determine the implementation and impact of the minapolitan program in Tanjung Village, Saronggi District.Keywords: Economic Development, Implementation, Minapolitan ProgramKemiskinan merupakan masalah yang tidak pernah habis untuk di teliti. Berbagai formula kebijakan telah dikeluarkan untuk mengurangi dan megentaskan kemiskinan. Salah satu kebijakan yang dikeluarkan oleh pemerintah adalah program minapolitan yang bertujuan untuk mengembangkan kawasan ekonomi menjadi lebih produktif dengan tujuan agar masyarakat mampu mandiri. Kabupaten Sumenep sebagai salah satu wilayah yang masuk dalam pengembangan wilayah minapolitan tentu memberikan keuntungan bagi pemerintah dan masyarakat terutama yang tinggal di daerah pesisir. Hal ini didasarkan pada masih banyaknya masyarakat miskin didaerah pesisir yang hanya mengandalkan pendapatan dari laut tanpa melakukan inovasi terkait pemanfaatan SDA yang ada disekitar pantai. Adanya pengembagan wilayah minapolitan akan mampu memberikan edukasi pada masyarakat terkait produksi dan pemanfaatan hasil laut terutama budidaya rumput laut yang ada di Desa Tanjung. Hal ini kemudian akan berdampak pada kemandirian ekonomi masyarakat dan pengurangan jumlah kemiskinan di daerah pesisir. Diharapkan, dampak yang dirasakan secara garis beras atas kesuksesan dari budidaya rumput laut melalui program minapolitan ini akan dapat membantu pembangunan ekonomi daerah, terutama jika program budidaya tersebut dapat diperdagangkan di pasar internasional. <![CDATA[This article seeks to explain the Indonesian foreign policy in the integration of ASEAN cooperation related to the handling of drugs and drug trafficking. Illegal trade in drugs/hazardous materials in the form of narcotics or abbreviated Narcotics, is a challenge for the Indonesian government because it can threaten national security. <![CDATA[The election of a female village head in Lembung Timur is part of the maturity of the village community of Lembung Timur in seeing the meaning of gender equality in village leadership concerning leadership, especially in the decision-making process. Is it true that the appearance of a female village head to lead the village will be part of the better or more effective village leadership, which will lead to the decision-making process? This study aims to describe the role of female village heads in the decision-making process in Lembung Timur village, Lenteng district. The research method uses descriptive qualitative methods by utilizing qualitative data with descriptive elaboration. This study shows that, mainly in the decision-making process, Mrs. Faizah, as the village head in carrying out her role (manifest function), is only limited to the data collection stage. It can be said that Faizah has carried out her manifest function effectively because, from each stage of the decision-making process, she was done independently. The constraints faced are the lack of ability and experience and the occurrence of gender bias. Qualitatively, this study shows that the latent role or function of women's leadership in decision-making is not practical because the latent function performed in each decision-making process is played by Faizah's parents, namely Mr. Abdul Latif. Therefore, it is needed relating to the ability, skill, courage in playing the latent function for female village heads to break the hegemony of decision-making control by Mrs. Faizah's parents. ]]>

<![CDATA[Abstract This research aims to explain the efforts by local government to increase tourist attraction in Sumenep Regency, through the realization of smart city as a government innovation in providing tourist information to public. This research use descriptive explanatory method by looking at the obstacles in tourism development in Sumenep, which were then followed by decision-making actions carried out by the local government, so the smart city masterplan was born as a government program. The masterplan program then gave birth to innovations in the use of technology to make it easier for tourists to find out tourism information in Sumenep Regency. Keyword : Tourism, Decision making, Smart city Abstrak Penelitian ini bertujuan untuk menjelaskan upaya peningkatan daya tarik wisata di Kabupaten Sumenep melalui realisasi smart city sebagai inovasi pemerintah dalam memberikan informasi wisata kepada masyarakat. Metode dalam penelitian ini menggunakan deskriptif eksplanatif dengan melihat terlebih dahulu kendala-kendala dalam pengembangan wisata di Sumenep yang kemudian disusul dengan tindakan pengambilan keputusan yang dilakukan oleh pemerintah daerah, sehingga kemudian lahirlah masterplan smart city sebagai program pemerintah. Program masterplan ini kemudian melahirkan inovasi-inovasi penggunaan teknologi guna memudahkan wisatawan untuk mengetahui informasi wisata yang ada di Kabupaten Sumenep. <![CDATA[Migration has always identified with people movement to avoid the occurrence of violence or to seek a better life. It has lasted from the beginning until today, but not many people are aware that migration and violence was also fueled by climate change, not only war and natural disasters. The linkage between climate change and the appearance of a conflict cannot be seen directly, it needs to see the root reasons of the conflicts itselselves. But seen from some of the acts of violence that occurred in some countries such as African countries, violence has always triggered by competition over scarce natural resources such as waters. So this article will be focussing on how the linkages between climate change problems that could encourage violence as well as the causes of migration, by linking the impact of geopolitical and environmental degradation.]]>

<![CDATA[Abstract This article aims to describe role of the international community against the Rohingya, in this case the role of countries such as Indonesia in addressing violence against the Rohingya. Violence and discrimination committed by the government of Myanmar against the Rohingya resulted in a massive wave of migration in various countries. So, we need the efforts of the international community to intervene and stop the conflict in Myanmar. Keywords: Migration, Human Rights, Roles of Indonesia Abstrak Artikel ini bertujuan untuk mengetahui bagaimana peran komunitas internasional terhadap kasus Rohingya, dalam hal ini peran negara seperti Indonesia dalam menyikapi kekerasan yang terjadi terhadap etnis Rohingya. Tindak kekerasan serta sikap diskriminatif yang dilakukan oleh pemerintah Myanmar terhadap etnis Rohingya mengakibatkan terjadinya gelombang migrasi besar-besaran yang mengakibatkan terkatung-katungnya nasib para pengungsi Rohingya di berbagai negara. <![CDATA[Kurangnya kesadaran arsip di kalangan masyarakat khususnya di suatu lembaga maupun instansi-instansi merupakan salah satu gambaran bahwa selama ini arsip dianggap kurang penting. Sedangkan arsip merupakanrekaman kegiatan atau peristiwa dalam berbagai bentuk dan media sesuai dengan perkembangan teknologi informasi dan komunikasi yang dibuat dan diterima oleh lembaga negara, pemerintah daerah, lembaga pendidikan, perusahaan, organisasi politik, organisasi kemasyarakatan, dan perseorangan dalam pelaksanaan kehidupan bermasyarakat, berbangsa dan bernegara. (UU43/2009, psl 1 angka 2). Dalam program kegiatan yang dilakukan dimulai dari tahap persiapan tahap sosialisasi dan pengenalan mengenai pentingnya sadar arsip tahap pengimplementasian tahap pendampingan dan terakhir yaitu tahap evaluasi. Dari beberapa tahapan tersebut telah mampu membantu pencapaian tujuan lebih meningkatkan kesadaran mengenai pentingnya arsip bagi seluruh karyawan serta membantu pengelolaan arsip di setiap fakultas di Universitas Wiraraja.]]>
