The Institute for Research and Community Service (LPPM) of Universitas Negeri Surabaya runs a research document management program for educational personnel in Functional Positions (JFT Tendik). Given that the proposal acceptance rate dropped sharply from 94.1% in 2022 to 62.1% in 2024, a comprehensive evaluation of the program is essential. This study evaluates the program using the CIPP model, applying a qualitative approach with a descriptive-evaluative single case study design. Ten informants were selected through purposive sampling. Data were collected through in-depth interviews, non-participant observation, and documentation, yielding 111 coded data units. The data were analyzed using the interactive model of Miles, Huberman, and SaldaƱa, and validated through source and technique triangulation. The evaluation results show that the program's Context is aligned with the institution's vision, mission, and regulations. In terms of Input, supporting resources are generally adequate, although physical archive capacity, equal distribution of initial mentoring, and budget differentiation based on output type remain limited. The Process is considered objective and transparent, although the quality of personal mentoring is not yet standardized. Finally, the Product generally meets or exceeds the contract targets. This study recommends strengthening the digital archive system, standardizing mentoring, differentiating budgets based on output type, and setting realistic output standards for educational personnel.
