Learning achievement tests are a crucial component of the educational evaluation process. Their purpose is to measure the extent to which students have achieved their learning goals and to assess the effectiveness of the instruction provided by educators. However, in reality, several issues persist, such as test items that do not align with learning indicators, low-quality tests, and suboptimal implementation of evaluations. Therefore, this study aims to examine how the process of developing and administering achievement tests in schools can be optimized. It also aims to examine how test results are utilized, the challenges that arise, and the solutions that can be implemented to improve the quality of learning evaluation. This study employs a qualitative approach using a literature review method. Data were collected from various scientific sources, such as books, journal articles, and relevant documents, and were analyzed using descriptive qualitative methods. The results indicate that to optimize learning assessment outcomes, several principles must be considered, including validity, reliability, objectivity, ease of use, and cost-effectiveness in developing assessment instruments. By implementing comprehensive optimization, learning assessment results can become a more objective and accurate evaluation tool, thereby helping to improve the quality of education.
