Abstract

Digital transformation in archipelagic regions depends not only on technology availability but also on the ability of public bureaucracy to adjust procedures, resources, service channels, and organizational learning to geographic constraints. This study examines bureaucratic adaptability in digital public service transformation in the Banda Islands, Central Maluku Regency. A qualitative case-study design was used. Empirical evidence consisted of five sets of written open-ended responses coded W01-W05 and supporting research documents. Analysis was organized around four dimensions: responsiveness, flexibility, innovation capacity, and learning ability, under an adaptive-governance lens. The findings identify uneven and unstable internet connectivity, limited human resources, low digital literacy, concerns about data security and privacy, and incomplete system integration as key constraints. Responsiveness requires proactive information and multichannel assistance; flexibility is associated with manual or semi-digital alternatives and, based on one respondent proposal, an offline-first option; innovation capacity is strengthened by interoperability, user-centered design, and contextual solutions rather than by adding applications; and learning ability depends on competency mapping, documentation, evaluation, and knowledge sharing. The study proposes an archipelagic adaptive bureaucracy framework linking island conditions to these four dimensions. The empirical evidence supports the need for continuity-oriented and inclusive service arrangements, while the framework and its expected outcomes require validation with broader informants and administrative performance data
