Abstract

ABSTRAKKegiatan evaluasi Program Pengendalian Penyakit ISPA di Dinas Kesehatan Kabupaten Semarang seringkali berjalan kurang baik karena informasi yang berasal dari pelaporan rutin sebagai bahan utama yang diperlukan belum dapat mendukung kegiatan evaluasi. Ada beberapa permasalahan pada sistem informasi pelaporan rutin pneumonia yang saat ini berjalan yaitu petugas kesulitan melakukan perubahan maupun mengakses kembali informasi pneumonia, informasi yang dihasilkan belum lengkap dan belum jelas serta pelaporan yang tidak tepat waktu. Tujuan penelitian ini adalah mengembangkan sistem informasi pelaporan rutin pneumonia berbasis web pada Program Pengendalian Penyakit Infeksi Saluran Pernapasan Akut (P2 ISPA) di Dinas Kesehatan Kabupaten Semarang. Desain penelitian ini adalah desain pra eksperimen dengan pendekatan one group pretest-posttest, pengembangan sistem menggunakan metode FAST (Framework for the Application of System Techniques). Subjek penelitian ada dua yaitu pengguna sistem di Dinas Kesehatan dan empat puskesmas percontohan. Data dikumpulkan dengan teknik observasi, wawancara mendalam dan kuesioner tertutup, pengolahan dan analisis data menggunakan analisis isi dan uji statistik Wilcoxon. Penelitian ini menghasilkan suatu sistem informasi pelaporan rutin pneumonia baru yang berbasis web untuk mengatasi permasalahan yang terjadi pada sistem informasi yang lama. Hasil uji statistik Wilcoxon menunjukkan bahwa ada perbedaan kualitas informasi yang signifikan dilihat dari aspek kemudahan (p=0,0001), aspek kelengkapan (p=0,0001), aspek kejelasan (p=0,0001) dan aspek ketepatan waktu (p=0,0001) antara sebelum dan sesudah sistem informasi pelaporan rutin pneumonia dikembangkan. Perlu adanya komitmen dari Dinas Kesehatan Kabupaten Semarang untuk memanfaatkan sistem informasi pelaporan rutin pneumonia yang baru ini secara optimal. Selain itu, data-data yang dilaporkan dari puskesmas ke Dinas Kesehatan hendaknya benar-benar akurat dan sesuai fakta di lapangan.Kata kunci : Sistem informasi, pelaporan rutin pneumonia, Program P2 ISPAABSTRACTEvaluation activities for a program of Acute Respiratory Tract Infection Disease Control at Semarang District Health Office were not optimal because required information from a routine report could not be used to support evaluation activities. This research aimed to develop information system of Pneumonia routine reporting based on web on the program of Acute Respiratory Tract Infection Disease Control at Semarang District Health Office.Design of this research was pre-experiment with one group pretest-posttest approach. In addition, development of the system used the methods of Framework for the Application of System Techniques (FAST). Subjects consisted of a system user at District Health Office and four pilot health centers. Data were collected using methods of observation, indepth interview, and a closed-ended questionnaire. Furthermore, data were analyzed using content analysis and Wilcoxon test. This research resulted information system of Pneumonia routine reporting based on web on the program of Acute Respiratory Tract Infection Disease Control to solve problems happened in the old system. The result of Wilcoxon test revealed that there were any quality differences of information in terms of the aspect of easiness (p=0.0001), the aspect of completeness (p=0.0001), the aspect of clarity (p=0.0001), and the aspect of timeliness (p=0.0001) before and after developing the information system.As a suggestion, Semarang District Health Office needs to have commitment to optimally operate the new system. Abstract

ABSTRAK  Kegiatan Evaluasi Pelayanan di Puskesmas Halmahera Kota Semarang seringkali berjalan kurang baik karena informasi kepuasan pasien yang berasal dari survey kepuasan pasien belum dapat mendukung kegiatan evaluasi. Ada beberapa permasalahan pada sistem informasi kepuasan pasien sebelum dikembangkan yaitu Petugas RM seringkali terlambat melaporkan informasi kepuasan pasien kepada Koordinator BP dan Kepala Puskesmas dikarenakan proses pengolahan data kepuasan pasien memakan waktu lama, laporan kepuasan pasien belum dapat memberikan informasi dengan jelas dan ketika akan mengakses kembali informasi mengalami kesulitan. Tujuan penelitian ini adalah mengembangkan sistem informasi kepuasan pasien di Puskesmas Halmahera Kota Semarang untuk mendukung evaluasi pelayanan. Desain penelitian adalah desain pra eksperiment dengan pendekatan one group pretest-posttest, pengembangan sistem menggunakan metode FAST (Framework for the Application of System Techniques). Subjek penelitian terdiri dari Kepala Puskesmas, Koordinator BP dan Petugas RM. Data dikumpulkan dengan teknik observasi, wawancara mendalam dan cheklist. Pengolahan data menggunakan analisis isi dan rata-rata tertimbang. Penelitian ini menghasilkan suatu sistem infromasi kepuasan pasien untuk mengatasi permasalahan yang terjadi pada sistem sebelum dikembangkan. Hasil dari perhitungan rata-rata tertimbang menunjukkan bahwa rata-rata skor sesudah sistem dikembangkan lebih tinggi dari pada rata-rata skor sebelum sistem di kembangkan dari aspek kejelasan informasi dari 2.04 menjadi 4.18, ketepatan waktu dari 2.19 menjadi 4.24 dan kemudahan akses informasi dari 2.23 menjadi 4.43. Sebagian besar pasien menyatakan sistem informasi kepuasan pasien mudah digunakan dan sebagian besar pasien juga setuju jika sistem informasi kepuasan pasien terus diterapkan. Sistem informasi kepuasan pasien yang baru dikembangkan secara periodik perlu dievaluasi dan pihak manajemen agar terus menerus memonitor sistem informasi kepuasan pasien untuk menjamin sistem terus berjalan.Kata kunci : Sistem Informasi Kepuasan Pasien, PuskesmasABSTRACTEvaluation activity of services at Halmahera Health Center in Semarang City was not good because information of patients’ satisfaction obtained from a survey could not be used to support the evaluation activity. Some problems on the current information system of patients’ satisfaction were as follows: a RM officer was often late to inform about patients’ satisfaction to a BP coordinator and head of health center because data processing took long time and a report of patients’ satisfaction was not clear. This research aimed to develop information system of patients’ satisfaction at Halmahera Health Center in Semarang to support evaluation of services. This was pre-experiment design using one group pretest-posttest approach. Development of the system used a method of FAST (Framework for the Application of System Technique). Research subjects encompassed head of health center, coordinator of BP, and RM officer. Data were collected using techniques of observation, indepth interview, and checklist. Furthermore, data were analyzed using content analysis and balanced average.The research resulted new information system of patients’ satisfaction to solve problems happened in the old system. The result of balanced average calculation showed that average of scores in the new system was higher than that of the old system. Aspect of information clarity increased fro 2.04 to 4.18. Similarly, aspect of timeliness rose from 2.19 to 4.24 and aspect of easiness to access climb from 2.23 to 4.43. Most of patients stated that the new system was user friendly and they agreed if it was applied. The new information system of patients’ satisfaction needs to periodically be evaluated and the health center manager needs to continually monitor the system in order to keep it running properly.Keywords : Information System of Patients’ Satisfaction, Health Center

Abstract

This research aimed to test the previous result of experimental research on decision making by Dilla and Steinbart (2005), and to internalize the result in the context of a local government hospital in Indonesia. The subjects in this experiment were 80 members of the House of Representatives in the Cilacap, Brebes and Purbalingga regions in Indonesia. They were asked to evaluate the performance of a fictitious local government hospital and decide whether or notto increase its budget allocation for the coming year. Half of the subjects were given instruction in the performance measures applicable to hospitals; the other half proceeded straight to the experimental task. The first group were labelled “knowledgeable users”; the latter group were classified as “unknowledgeable”.The results of this experiment using real decision makers showed that the knowledgeable group tended to use the unique information given to them to measure performance and make budget allocation plans, whereas the unknowledgeable group used common measures. These results are consistent with Lipe and Salterio (2000), Dilla and Steinbart (2005) and Bawono etal. (2012), indicating that students may be reliable surrogates for real decision makers.Keywords: accountability, public sector, performance measurement, budget allocation plan, knowledgeable and unknowledgeable, decision makers

Abstract

Consumer perception and motivation study to drug information services has been performed in Jogjakarta. The result have shown that consumer motivation based on drive not the respon variable. Abstract

The influence of drug information on drug selection and usage cough preparation for self medication in Godean was investigated. The study was performed in Godean community by distributing questioner to respondences. Stratified random sampling followed by equal sampling were used to select subjects. Multiple regression and t-test were used to analyzed the result statistically. The result showed that drug information influences drug selection and usage (Z1/2 = 0,050). Abstract

Indonesia is no longer an authoritarian country, and no longer centralized government. Decentralization processes since 1999 has changed local democratization in a wider participation. Nevertheless, the culture of openness and incorrupt have been far from the more ideal situation. Bribery, corruption and unresponsive public services have been continuously and more systematic taking place. In that context, the Government of Indonesia enacted Law No. 14 of 2008 concerning Public Information Openness (Keterbukaan Informasi Publik or called PIO Law), which is implemented since 30 April 2010. The PIO law is believed to contribute to the better decentralization processes and economic-political democratization at local level. Nevertheless, although right to access information was guaranteed by law, but it has been applied in limited process. Such situation actually gives clear evidence that decentralized Indonesia should be questioned, especially in terms of how the right to access information has been applied in a meaningful way after the enactment PIO Law in 2008 and, what the dominant problems in implementing right to access information are. This article will elaborate the norms and practices of PIO Law by using the rule of law point of view.

Abstract

In Indonesia’s criminal law act, a deed of defamation also called as an insolence or sacrilege toward a person. According to Article 27 Paragraph (3) Law Number 11 of 2008 concerning Electronic information and transaction (EIT), the acts of defamation includes distribution, transmission and production of accessible electronic information. Article 27 Paragraph (3) of EIT law was implemented on defamation case which conducted by Prita Mulyasari where she was pleaded innocence by board of judges. Whereas in another similar case the defendant namely Farah, was already meet the substance of Article 17 Paragraph (3) of EIT law yet sued by Article 310 and 311 of Criminal Law Act by prosecutor in the trial. Therefore, there were indications of law miss-implementation in similar cases.Keywords: Criminal law, Defamation.

Abstract

This research was conducted with the aim 1) to analyze gaps that occurs between perception and expectations of the company implementation of SI-PUHH Online, 2) to analyze the level of satisfaction of the company implementation of SI-PUHH Online 3) Formulate a strategy to improve the quality of service implementation PUHH Information System Online. Analysis of the data used is the Importance Performance Analysis (IPA) and the Customer Satisfaction Index (CSI). The results showed that there are five attributes that considered important in determining customer satisfaction. These five attributes are: 1) System Online has a server that is up to date with internet bandwidth that is large so it is not easy down and can be accessed quickly; 2) response rapid administrator/operator; 3) accurate data in accordance with entrian company; 4) There is a backup server; and 5) Officer SI-Online PUHH always willing to help. The fifth attribute is an attribute that has a high level of importance, but in its implementation or performance is still unsatisfactory. Customer Satisfaction Index (CSI) on the implementation of this SIPUHH Online amounted to 72,07%, meaning that customers "satisfied" on the performance of services carried out by the Ministry of Environment and Forestry, but must maintain and improve the performance SERVQUAL PUHH Information System Online is to be able to satisfy the users company PUHH Information System Online.Keywords: SI-PUHH Online, SERVQUAL, IPA, CSI

Abstract

The Increasing growth of information on the Internet requires ontology for always up-to-date. Ontology is a concept of domain that represented by classes, relationships, properties and instances. One way to keep ontology up-to-date is by populating the ontology. The most important aspect of the ontology population process is the information from the web (semi-structure) that will be added to ontology. The process of adding instance or ontology population has shift  from manual to automatic process. With the condition of ontology population process in Indonesia that still manual, especially in Bali tourism domain, this research focus on shows performance of automatic extraction engine methods using linguistic methods on the Bali tourism domain. In order to measure relevancy of linguistic method result the precision, recall and f-measure value was used. The result shows that the linguistic method gives the relevant results with highest score at 0.61. This score is limited with the definition of the term based on the DWIPA ontology.
