Abstract

Penelitian ini membahas proses strukturasi adaptif yang terjadi ketika suatu organisasi pemerintahan melakukan transformasi pelayanan informasi publik dari cara manual menjadi berbasis teknologi informasi. Penelitian ini menggunakan teori strukturasi adaptif dari DeSanctis dan Poole (1994) dan dikembangkan Schwieger dkk (2004) sebagai guidance penelitian. Penelitian ini menggunakan paradigma interpretif, pendekatan kualitatif dan strategi penelitian studi kasus. Data diperoleh dari hasil wawancara mendalam dan studi dokumen. Informan diwawancarai dipilih berdasarkan strategi purposive sampling. Hasil penelitian menunjukkan bahwa ketika agen berinteraksi dengan struktur pelayanan informasi publik yang telah berubah menjadi berbasis teknologi informasi, tindakan agen di organisasi pemerintahan menunjukkan interplay antara struktur pelayanan informasi publik berbasis teknologi informasi, struktur sosial lain (tugas, lingkungan internal dan eksternal) serta sistem internal organisasi pemerintahan yang berlaku. Dalam interaksinya para agen menggunakan komunikasi formal (horizontal, vertikal dan diagonal) serta informal. Hasil interaksi tersebut teridentifikasi munculnya struktur sosial baru yang menjadi pemahaman bersama di antara agen, mengatur tindakan agen ketika melakukan pelayanan serta terlegitimasi dalam pemahaman agen, sehingga pelayanan informasi publik berbasis teknologi informasi dapat terus berjalan

Abstract

Good managerial performance is obtained through a provision of good information as well. The existence of good information obtained through many factors. Factors that can provide good information for the company are information technology, interdependence, and the characteristics of the system. Given these factors enabled the manager will be able to make good decisions as well so that ultimately improve managerial performance. But besides that, the existence of the trust factor on the accounting information system technology can also provide a strong influence on the relationship between the factors mentioned above. This study aims to investigate the influence of information technology, interdependence, and the characteristics of management accounting systems to managerial performance with confidence on accounting information systems technology as a moderating variable. This type of research is a quantitative study using census method. The population in this study were employees of insurance companies in IT are registered in the General Insurance Association of Indonesia Branch field. Data collection techniques by distributing questionnaires. The data used is primary data in the form of answers from respondents. Before testing the first hypothesis testing data quality in the form of test validity and reliability testing. Then performed classical assumption. Hypothesis testing using the F test Overall the independent variables significantly influence managerial performance. While confidence in the technology information accounting system can do serve as a moderating variable that affects the relationship between the independent variable on the dependent variable.

Abstract

Information Capital Readliness (ICR) is one of bound performance in technology and information sector at PT Pembangkit Jawa Bali Unit Pembangkit Gresik which is functioned in supporting company’s strategy. Information security is an important thing of ICR’s performance, because the information resulted must have confidentially, integrity, and availability to support the business process. In ICR, there is assessment of bound performance which supports directness of the business process.Nowadays, ICR cannot fulfill the requirements of bound performance yet because there is no good processing yet in planning information security. A solution to figure out that issue is making a good management in planning information security management system or SMKI based on standard ISO/IEC 27001:2005 which will result management in planning information security of ICR. Scope of the information security management system  in the ICR include infrastructure and application.The result of this planning information security management system can be concluded into document of planning information security management system which contains risk assessment report with server’s high value of risk level is 35.52 and asset fyber optic cable’s low value of risk level is 11.2, policy, procedure, work instruction and other related documents. Those documents are used in handling planning process of ICR’s information security, so the requirements of bound performance can be fulfilled.

Abstract

The Information Technology Department of PT Terminal Petikemas Surabaya (TPS) has a Service Desk team that is responsible for handling IT service incidents. Handling of IT service incidents is based on experience, knowledge and agreement. Recurring incidents haven't been handled permanently. It  has an impact on the use of resources in handling incidents.The Solution provide is information technology incident management. Incident management planning as a guidance for handling incident or recovery process of IT services. ITIL v3 as a framework used in developing structured work guidelines for incident management processes. ITIL v3 provides a consistent and repeatable process for restoring IT services.The results of incident management planning as a guide to management work in improving the handling of current incidents. The resulting work guide has been adapted to the internal processes of TPS and ITIL v3, so that it can be used directly as a guide in recording incidents, handling incidents, and resolving IT service incidents.

Abstract

The research discussed about instant messenger usage for internal communication at The Ministry of Communication and Information Technology of Republic of Indonesia (MCIT of RI) Directorate General of Resources and Equipment for Post and Information Technology. The research purpose was to determine the effect of instant messenger usage to internal communication by using the quantitative method. The results showed that there is a significant and positive effect by the instant messenger usage to employee communications. It showed that instant messenger could accommodate employee communication, particularly for job-related formal communication. However, there are some information that do not convey through instant messenger, particularly the informal communication, such as regarding employee motivation, delivering the thoughts and feelings of employees, and the settlement of the conflict with fellow employees. Therefore, organization should encourage instant messenger usage in informal communication, relating to motivate employees through instant messenger, to create a good working relationship and increase employee relations.

Abstract

The development of information systems and information technology requires planning to complement the direction of the college strategy. Planning is constructed by defining data, application and technology architectures in the use of information to support business processes and then architectural design to identify needs and create architectural schemes and make plans for their implementation. Abstract

In spatial planning processes, the different aspects of human interactions involving political circumstances, social, economics, historical and cultural objectives can be understood through maps or spatial visualisations, because those media can illustrate abstract phenomena into visual images. Spatial data has a role to play in spatial governance by providing thematic spatial information and analysis at all authority scales. Furthermore, spatial data and information are prerequisites for any participation in planning deliberation helping to create consensus. Spatial data and information currently have a role in communicating with all stakeholders (i.e. local authorities, private sectors and communities) whose interests are in development proposals in particular areas in order to decide implementation, priorities in local geographical areas. This paper investigates the role of spatial data and information in Indonesian spatial planning process using archival research method. The empirical studies take a qualitative approach in analysing the results of data collection from fieldwork observation through collecting legal documents and internal institutional reports. Synchronization and consistency between development plan and spatial plan must be ensured in every interrelated spatial policy, so that the various implementation efforts do not lead to conflict. Furthermore, spatial data and information has a crucial role in translating the development strategies into the implementation of the development programme for the implementation of the government's agenda.

Abstract

Subak in this paper is a unit of agricultural area, with names, have palemahan (paddy field resource), pawongan (human resources/farmers), and paddy field farming systems. Subak as local  genious  Bali, constructed since the 7th century, until now Subak system still exist in Denpasar. UNESCO, in 2011, rewarded Subak as a world cultural heritage. Ironically, not one district/city, and the Province of Bali has maps spatially Subak, they only have statistical data. The development era of technology and communications requires the ease and speed of getting data and the latest information with a high degree of spatial accuracy. The answer requires data base information based on information and communication technology (ICT). Worldview satellite imagery coverage of Denpasar in 2015, and ArcGIS 10.3 software used for mapping land and extensive rice fields of Subak (spatial data). Secondary data consists of land resources (LR), the primary data includes the name pekaseh delineation and  area subak, human resources (HR) and agricultural activities were used as attribute data. Denpasar City has 41  Subak  in 2015,  Subak area on the analysis of satellite imagery (2008.6 ha) was smaller (520.4 ha) than the Central Statistics Agency (CSA, Denpasar  2529 ha), with r2 = 0.8967. Soil fertility moderate, land suitability agro-ecosystem very suitable (S1) for  rice  field and suitable (S2) for second crops and horticulture lowlands, required land cultivation and fertilization, suitable to crop needs. HR status of farmers as cultivators 72% and Landowners 28%.Subak paddy crop rotation pattern Denpasar City is paddy-paddy/palawija–palawija/paddy. The data base is composed of a map Subak Subak (spatial data), the data  LR,  HR and agricultural activities (attributes data).

Abstract

Information Technology (IT) is very important for sustainability and business growth. Dependence on IT requires special attention to governance which consists of leadership, organizational structure, and processes. it ensure that IT in the organization not only develops, but also sustains the company's strategy and goals. Informatics and Business Institute Darmajaya is one of the private universities in Bandar Lampung that utilizes IT in carrying out academic activities, one of which is by using the Information System of Academic (SISKA). In the implementation of good SISKA, an audit of information system needed to improve the performance of the system. In this study, audit for information system of academic used Control Objective for Information and related Technology (COBIT 5.0) on domains DSS01-DSS06, MEA-01, APO-12, and APO-13, as well as other references to determine improvement suggestions by adding the Information Processing Infrastructure Library (ITIL V3) on the domain process of Service Operation and Service Design processes as a framework. This study was used to evaluate the governance information systems of academic at Darmajaya to produce some recommendations for improvement. The results was used to provide recommendations for improvements to the information technology governance of SISKA IIB Darmajaya. For measure, this study using addition validity and reliability with SPSS tools to testing produce appropriate improvements for IT governance.Keywords: Audit of Information System, COBIT 5.0, ITIL V3, IT Governance.

Abstract

The implementation of technology information and communication is needed in the field of education and business as a tool for carrying out businesses. It changes all patterns and ways in all fields, especially in a field of businesses so that a company must use information technology in order to be a competitive organization. Information technology service quality and continuous improvements are the important factor used to encounter competitions, to improve performances, and to provide customer satisfaction. Informatics and Business Institute (IBI) Darmajaya is one of the private universities that use the information technology for academic activities. One of the information technologies used by IBI Darmajaya was the Academic Information System. This objective of this research was providing convenience for companies or colleges on IT services to measure the maturity level of the IT service quality using the Knowledge Management System-based Information Technology Infrastructure Library (ITIL) V3 framework. This system was designed to obtain online IT service rates about the information technology quality so that the current level of information technology that the current maturity and the expected maturity were known. The validity and reliability of the research instruments had already been tested using SPSS 23 so that the result of this research was the recommendations for improvements on the IT service quality for the future.Keywords: Knowledge Management System, Maturity Level, Current Maturity, Expected Maturity, Validity, Reliability, ITIL V3
