Abstract

Abstract

In the development of democratization and the expression of civil and political rights of Malaysian citizens, the pattern of control developed by the regime that is currently in power (Barisan Nasional) for the last 50 years in the mass media began to reap the resistance and tend to be ineffective. Malaysian citizens began to demand the Malaysian government to change the pattern of political information management. In addition, the mass media alone is expected to play a more significant role as an intermediary agent in supporting the process of transparency and accountability of government policy. This article shows that the openness of public information is a prerequisite for political democracy in Malaysia to help the government minimize the mis-management of governance policies, especially in finance and resource management.

Abstract

In recent years, information and communication technology (ICT) has become embedded and affected the every aspect of our lives. Rapid development of ICT has changed our language teaching pedagogy at all levels. Teachers, curriculum developers, researchers have been constantly striving to find techniques to use some form of it to both assist and enhance language learning. What is more exciting is that studies have demonstrated positive effects that ICT brings towards students’ learning motivation (Chenoweth, Ushida & Murday, 2006; Stepp- Greany, 2002), students’ personal needs and learning styles (Gimenez, 2000), students’ language mastery (Stepp-Greany, 2002), effective teaching and learning process (Al-Jarf, 2004), etc. Although these studies have shown that ICT has the potential important role in supporting and enhancing language learning, the use of ICT should never be the goal in and of itself. The responsibility for language instruction should be in the hands of qualified teachers who have the knowledge and expertise to manage and to make the best use of it to accomplish learning objectives. This interview highlights the issue of bringing ICT into the English language classrooms. Dr. A. Gumawang Jati, a senior lecturer at Faculty of Arts and Design, Bandung Institute of Technology (ITB) who specializes in the area of Technology and Education, was interviewed to share his experiences and insights on how ICT could be effectively used to support the language development process.

Abstract

Government of Indonesia has set the rice surplus target of 10 million tons in 2014. This program requires integrated and comprehensive efforts of all stakeholders in central and local levels. The policy was set forth in form of Permentan No. 45/2011 and then implemented by the Director General of Indonesian Agency for Agricultural Research and Development (IAARD) through a decree No. 178.1/Kpts/OT.160/I/7/2012 about For- mation of Integrated Cropping Calendar and Climate Change Task Force in each Assessment Institute for Agricultural Technology (AIAT) for whole Indonesia. Additionally, IAARD has developed an Integrated Cropping Calendar Information System as a reference for policy makers in planning food crop management. The information system contains the next planting season estimation at sub-district level, which includes the initial time of planting, disaster-prone areas (flood, drought, and pests/diseases), as well as technology recommendation (varieties, seed, and fertilizer). In order to make an operational standard for AIAT Task Force, the Technical Guideline of Integrated Cropping Calendar and Climate Change is imperative. This article contains the summary of the technical guideline for AIAT Task Force in support of Permentan No. 45/2011 and climate change adaptation for food security. An implication of implementation of the AIAT Task Force is an important part in improving the content of Integrated Cropping Calendar Information System that fits the needs of farmers and extension workers in the field in order to achieve the rice surplus target.
