Abstract

ABSTRACT: Rice is a prosperous food subsidy in the form of rice earmarked for low-income households as theefforts of the government to improve food security and provide social protection to targeted households. Thesuccess of Rice Program prosperity is measured by the level of achievement 6T indicators, namely: the righttarget, the right amount, the right price, right time, right quality and right administration. The program aims toreduce the burden of Target Households spending through the partial fulfillment of staple food needs in theform of rice and prevent a decrease in consumption of energy and protein. The purpose of this study is toidentify the effectiveness of Rice Welfare Program in improving public welfare in the District Ranoyapo PreprosperousSouth Minahasa regency.Data collection techniques in this research is through: Observation namely direct observation to thestudy site, conduct interviews and documentation. Results of the evaluation showed that the program in theDistrict Ranoyapo prosperous rice was not effective because there are still some things that are not appropriateas the data receiver has not updated the program, the government is less involved mislead the public so thatpeople do not know clearly the price and the actual amount of rice. Likewise, there is a supplementary budgetthat is charged to the public for reasons of money transport vehicles rice and supervision of the districtgovernments are still lacking.Keywords: Program Effectiveness Rice Welfare, Welfare Pre prosperous society.

Abstract

Abstract : This research is funded on the basis of initial observations based on data on Office kecematanmapanget, found still lack of employee training in the following technical-related jobs, the impact of that lead tomost employees less active in carrying out his work.The method in use in the research is descriptive-quantitative methods with the population and sample as many as21 people, and the data collection technique using three research instruments namely interview techniques,questionnaire, and observations Division. In addition to the instruments of these three researchers also conductstudies libraries by way of quoting opinion opinion expert severely bekaitan directly with the research andsubsequent variable in the analysis using statistic infrensial i.e. regression analysis and correlation analysis ofsimple liner is simpleBased on the results of data analysis, note that: a descriptive analysis results through technical analysis table(table frequency) Note that the distribution of the answers of the respondents against variable training andeducation (training) are on the category of "high", with the average product of 90,44%, while EmployeePerformance varies with the dominant category, but with the average product of 95,20%. Thus, it can beconcluded that training and education (training) positive and significant effect on performance and employeekontributif. It means that the empirical basis for education and training (training and education) contribute to areal and quite big on performance, especially in Manado city mapanget Sub-District Office.Keywords: education and training (training), the performance of employees

Abstract

ABSTRACT :The organizational structure is very interesting to observe because of its activities in order to meet the needs of citizens for services and service. Orientation in their activities so that the organizational structure in diamika life, society acting as a consumer engaged in service activities. The effectiveness of the service that has been happening in Indonesia, both the center and the area can not be denied there are still many problems that occur, although not all regions have the effectiveness of public services are bad, are like the uncertainty of the time, cost and method of service, discrimination in services, extortion and other highly far from the ideal of public service organizations. This study titled organizational structure influence the effectiveness of service to the birth certificate at the Department of Population and Civil Registration South Minahasa district to give satisfaction to the public. Methods This study used quantitative approach this type of research. The focus of this research is how the organizational structure of the effectiveness of service to the birth certificate at the Department of Population and Civil Registration South Minahasa district to give satisfaction to the people and the area around the center. Based on the research that has been done, then the writer can draw the conclusion that the quality of public services in the Department of Population and Civil Registration South Minahasa district, especially in the birth certificate of quality can be said.Keyword: "Organizational Structure, Effectiveness of Service"

Abstract

Abstract :Raskin is a government program that purpose to reduce the burden of spending Objective HouseholdsOwn Benefit (RTS-PM) through a partial fulfillment of basic needs in the form of rice. However, implementation ofthe policy has not worked as expected due to several factors between like low quality of rice delivered, in factobjective’s receiver of subsidized rice is not only the poor but the society who belong to afford. The purpose of thisstudy was to determine how the distribution policy implementation Raskin in the village Poopoh TombaririSubdistrict Minahasa district. To realize these purpose, Conducting research using descriptive qualitativeapproach. The data resources consist of primary data result from observation and interviews, and secondary dataresult from the management of documents, archives, records, and regulations related to issues in research. Theresults showed that the rice’s distribution policy implementation of poor society in the Poopoh Village TombaririSubdistrict Minahasa District has not accomplished appropriate with the purpose and objectives becauseimplementing no transparency in the distribution of rice’s raskin. Raskin distribution policy implementation refer toindicator of 6 success exact is not achieve.Keywords: Implementation Policy Rice Distribution for Poor Society

Abstract

ABSTRACT: Implementation of policies granting of micro and small enterprises aims to give consent tomicro and small businesses for people who have small businesses and small that their enterprises have thelegality / validity of the government, but in fact the service performed has not gone up, therefore, this study isintended to answer questions about how the implementation of policies granting of micro and smallenterprises. In this study, researchers used a model of implementation of the George C. Edward III, wherethe implementation level visits from four aspects which have great impact in policy implementation.Communication is an aspect for the government to inform policy to the public as target group. Adequateresources both human resources and financial resources will affect the success rate policy. Disposition is theattitude held by implementing policies such as ethics and commitment to make this policy succeed. Thebureaucratic structure is the operational structure of the mechanisms of services and organizationalstructure of the implementing agency policies. In this research using descriptive qualitative research methodis through interviews with 10 informants, direct observation and document searches in connection with thepolicy, even in research assisted by the interview, a tape recorder and stationery menulis.Hasil research ingeneral explained that the Implementation Granting Policy for Micro And Small at the District OfficeMalalayang has not gone up.Keywords: Policy Implementation, License Micro And Small
