Abstract

ABSTRACT   The success of the village government can run smooth  and well because it is supported by  many factors, one important factor is the village finances because it is impossible for the village to  be able to carry out  the village  administration effective and efficient  without adequate financial  support.  This  is  due  to  the  financial  capacity  of  the  village  depends  on  the  size  and  variety  of  sources of income as financial resources are owned by the village. Therefore, the leadership of the  village  head  and  village,  excavation  and  management  of  the  financial  resources  of  the  village  should be sought as optimal as possible to reach the village government administration efficient  and effective as well as adhering to the Regulation of the  Minister of Home Affairs Number 37  Year  2007  regarding  the  General  Guidelines  for  Financial  Management  village.  The  aim  of  the  research  is  to  describe,  analyze  and  find  out  how  the  village  head's  leadership  role  in  the  management of village finances (Case  Study in the village of Seretan Timu drag troughs Minahasa  District of East Lembean).   This  study  used  qualitative  data  analysis  method  presented  descriptive  with  purposive  sampling  technique  of  sampling  /  sample  aiming  the  number  of  informants  there  are  fifteen  informants.   From  the  results  of  existing  research,  the  village  head's  leadership  role  in  the  financial  management  of  the  village  has  not  been  complete  worked  well  because  there  is  no  budget  is  unclear or data were incomplete, income and expenses can not be measured because it is not in  accordance with the conditions of the village and village regulations only kinship systems but with  all   the   shortcomings   of   existing   good   cooperation   with   the   village   officials   to   seek   the  implementation of the financial management of the village with transparancy,  accountability and  participation.   Keywords: The Role of Leadership, Financial Management Rural

Abstract

ABSTRACT : Tourism is one of the things that are important to a country. With the then existing community tourism attractions in the region would memdapatkan positive impact, the public get a chance to open a small business attractions in the region so that a family needs can be met. The local government of tourism objects get revenue from the tourist attraction. The potential of the attraction Hill Love Lumimu'ut district Kanonang minahasa not managed optimally so that the existence of a tourism asset rating not get a positive response in the form of tourist visits. Tourism development is very influential in tourist attraction Hill Love, the following are the factors that inhibit the development of attraction Hill Love Toar Lumimu'ut Kanonang Minahasa .Factors that hamperthe development ofattraction Hill LoveToarLumimu'ut: The quality of human resources is not adequate, System management is not optimal tourism. Manage less society preserve and attractions in Hill Love. Shortage of funds in the development of attraction Hill Love. Tourism marketing and promotion system is not optimal . Inadequate facilities and infrastructure. North Sulawesi provincial government is expected to develop a Tourism attraction Hill Love Toar Lumimu'ut Kanonang Minahasa in increasing people's incomes and the contribution of attraction Hill Love for Local Revenue. This study is qualitative with the observation and interview .for bluntinig techniques of is done directly to people who knowing attraction Hill Love development Kanonang. Abstract

ABSTRACT: Act. 32 of 2004 stated that the village chief has a fundamental duty held government affairs and communitydevelopment. PP. 72 of 2005 explains, is the task of government affairs, among others, community living arrangements inaccordance with the authority of the village. Affairs, among others, is to coordinate the development of participatoryvillage. The purpose of this study was to determine how the village head Nduma performance in governance and ruraldevelopment.This study used a descriptive-qualitative method. Informants of this study as many as 15 peoplewere taken from the employed several elements of village government officials, BPD / MTT, LPM, PKK leaders /community leaders / traditional / religious., And citizens. The main instrument in this study is a researcher himself, whilecollecting data using interview techniques and assisted with the observation danstudi dokmentasi. Data analysis was doneby using qualitative descriptive analysis-interactive model ofMilesand Hubernann.The results of the study provide conclusions: (1) Performance Nduma kampug head in the administration ofgovernment affairs villages (such as lead organization of village administration, village life setting, rulemaking village,the formation of village social institutions, peace and public order pemerliharaan village, village financial management,and services to the public) is not optimal, but generally are good enough; (2) Performance Nduma village heads in theimplementation of rural development / village (ie the coordination and facilitation of development planning,pengkoordinasikan implementation of development programs, and the mobilization and development of communityparticipation in development), also have not been up but has shown good performance.Based on the conclusions, it is recommended suggestion that the performance of the head of the village Ndumain governance and development needs to be improved and enhanced. Abstract

ABSTRACT : Local Taxes are one source of local revenue, which is expected to help defray for implementations the local autonomy, which is able to organize and manage own household well as revenue from the government in the form of subsidy / assistance. The sources of local tex are expected to be a source of financing local governance and development. Specialy of Manado City as a tourism place and business capable captured by tourism businesses are marked by the number of hotels built, well-star hotels or budget hotels. It can see by the growing and increasing of manado city may can showing that potential of hotel tax is the source of local that can be optimal.The method of this research : This research used the descriptive quatitative method that uses secondary data in the form of time series with the sample that hotel tax revenue in 2010 s / d 2014.The result of Researches : based in the target of hotel tax that fixed by the government of manado city. The hotel tax in manado city enough to contribute During the period of 2010 s / d in 2014 amounted to Rp. 66,946,272,913 ie annual average hotel tax provides sumbangsi at 7:58% to PAD Manado.That the hotels in Manado City Tax enough to contribute in the acceptance of the original local revenue.Keywords: Hotel Tax, Local Revenue.

Abstract

ABSTRACT: As stipulated UU.No.32 PP.No.72 2004 and 2005 that the Village Consultative Body (BPD) is an element of governance village with village government, and function establishes the rules the village with the village head, supervise the implementation of regulations and decisions village heads, also serves and share their aspirations is intended to answer the question the extent to which performance of BPD in carrying out its functions and authority in the District of North Oba Tidore Islands.This study used qualitative methods. Informants in this study as many as 16 people were taken by purposive in four villages, the village Ampera, Galala, Gosale, and Bukit Durian, consisting of the village chief, chairman / member of BPD, chairman / LPM members and citizens. Instrument is the researcher's own research, collection using interview techniques. Data analysis with qualitative analysis techniques of Miles and Hubernann.The results showed: (1) The effectiveness of the implementation of the three functions and authority of the BPD generally been pretty good; (2) The level of efficiency of the implementation of the three functions and authority of BPD is already quite good (3) The level of responsiveness in the implementation of the functions and powers of the BPD has also been quite good; (4) The level of accountability in the implementation of the functions and authority of BPD has been quite good.Based on the results of these studies conclude that the performance of the Village Consultative Body in the District of North Oba in carrying out its functions and authority establishes the rules villages along the village chief, overseeing the implementation of regulations and rules the village head, and share their aspirations as well as society in general has been pretty good views of indicators of effectiveness, efficiency, responsiveness, and accountability.Based on the conclusion of the study, it can be put forward suggestions as follows: (1) To improve the quality of human resources performance of BPD and BPD leadership needs to be improved through training in the field of government management. (2) To improve the performance of BPD, the spirit and excitement of labor leaders and members of the BPD should be given adequate support. (3) To improve the performance of BPD BPD should be able to establish good cooperation and harmony with the Government of the Village and the Village Community Institution (LPM, and other PKK).Keywords: Performance, Village Consultative Body (BPD)

Abstract

ABSTRACT : Background: The low quality of public services is happening lately is one beam that is directed at the government in providing services to the public. This is evident from the number of complaints from the public, both directly and through the mass media, such as a convoluted procedure, there is no certainty of completion period, costs, requirements that are not transparent, the attitude of officers who are less responsive, etc; giving rise to unfavorable image of the government. Like most of the case, that the level of ease of service, especially for the middle to the bottom is still very low. One of the services that the public is often complained of population administration services. So authors interested in studying how to Improve Employee Performance Services Population Administration in the Department of Population and Civil Registration Manado City. Research Methodology: This study used qualitative research methods through direct observation, interviews with 17 informants related, and documentation assisted with additional instruments such as interview, recording devices, and stationery. Results: Based on performance indicators, namely Productivity, Accountability, Quality of Service, Responsiveness and Responsibility then get the results that Employee Performance in Improving Population Administration Service in the Department of Population and Civil Registration Manado City is quite good, although there are some constraints such as infrastructure which needs to be was added, and the lack of information about the requirements in the management of civil documents. Abstract

ABSTRACT   In accordance with Regulation of the Minister of  Education and Culture of the Republic  of Indonesia on the Organization and Work of Sam Ratulangi University of article 105, paragraph  1, which states that the Information and Communication Technology Unit is a unit of the technical  implementation  in  the  field  of  development  and  management  of  systems  and  information  and  communication technology. And Article 106, namely, Information and Communication Technology  Unit  has  the  tasks  of  system  development  and  management  of  information  and  communication  technology as well as the provision of information and communication technology services.    This study used a qualitative method, data source or informant study of 10 people in the  capture of some elements, such as students 8 people, and Lecturer 2 people. Collecting data using  questionnaires, interviews, and documentation. Based on the research, it can be concluded that the  effectiveness of management information systems at the center of the information technology (PTI)  Sam Ratulangi University, yet effective.    Timeliness, accuracy of information, and human resources must be developed. Abstract

ABSTRACT: Influence policy implementation midwife functional benefits to employee performance / midwife in South Minahasa district is intended to improve the quality of health services and prosperity the employees in this case the midwife.This research uses quantitative methods to do sampling for three (3) health centers and one (1) Department of Health Amurang South Minahasa District. Samples taken are all employees of the midwife in 3 health centers and 1 Amurang Health Service who are 40 respondents. Collecting data in statistical analysis using simple linear regression and correlation analysis of simple or product moment correlation.Based on data analysis showed: (1) the regression coefficient influence policy implementation midwife functional benefits to employee performance / midwife is 0.826 scale. (2) to determine the influence of the implementation of functional benefits midwife variable (X) on the performance of employees / midwife (Y), then applied to the calculation of determination by way mengkwadratkan correlation coefficient (r²). The calculation result of determination indicates that the effect of the implementation of the functional benefits of midwives to employee performance obtained by r² = (0.789) ² = 0.623 or 62.3%.Based on these results it can be concluded that the functional benefits of policy implementation midwife positive effect on employee performance or midwife in South Minahasa regency.Keywords: Functional Benefits Policy Implementation Effect on Performance Midwife

Abstract

ABSTRACT: In accordance with the mandate of the Basic Law of the Republic of Indonesia Year 1945 in Article 31 paragraph (1), mandated by the government to provide public access to education in order to develop their potential to the fullest Then the government adopted a program of policy implementation School Operational Assistance (BOS). However, implementation is still encountered some problems and obstacles.The purpose of this study wanted to know how the implementation of school policies Operational assistance (BOS) on SDN in the district of East Lembean Minahasa regency. This study used qualitative methods. Study focused on the type of benefits that will be generated, (who) implementing the program, the resources deployed, as well as power, interests and strategies of the actors involved. Source of data / informants interviewed as many as 15 people consisting of 3 people Principal, 3 BOS Treasurer, 3 school committee, 3 person staff of teachers, and 3 parents and process data collection using interview techniques.The results showed that: the views of the benefits generated is good. But that is not optimal in terms of delay time distribution of aid, the lack of coordination between implementers in this case BOS Management Team School with Parents and less transparency. Recommendations advice to the government in this case BOS Management Team can perform tasks in accordance with the technical guidelines already established, more committed and consistent in carrying out programs or activities, as well as more transparent and involve stakeholders in the implementation of this policy BOS.Keywords: School Operational Assistance Policy Implementation
