Abstract

ABSTRACT : Background: In the framework of the implementation of Law No. 32 Year 2004 on Regional Government and Law No. 25 of 2009 concerning public services provided to the public, the government as service providers are required to provide excellent service to the community. Excellent public services can be assessed from the process and product services. Aspects of the human resources of the process include, mechanisms and facilities used in the process. While aspects of the product services on the type, quality, and service product kuantits. Dynamic society has evolved in a variety of activities that increasingly require professional government apparatus. Along with the dynamics of society and its development, the need for increasingly complex services as well as better service, fast and precise and able to provide good service to the community. Research Methodology: This study uses descriptive research through in-depth interviews to 19 informants, observation, and document search aided by additional instruments such as interview guides and stationery. Results: Based on the duties and functions of the village chief and public services according to Lanvine the role of village heads in the services, responsiveness, responsibiliti, accountability and effectiveness of service is quite good, although there are still some problems in improving the effectiveness of services. Conclusion: the role of the village head as a public servant based study in rural South Pinabetengan can say is good enough.Keywords: Head of the village, Effectiveness, Public services.

Abstract

Abstract. This study aims to determine the effect of price, product, and promotion of the Consumer Loyalty. Data were obtained through interviews with the owners of the company and distributing questionnaires to 60 consumers. This study uses multiple linear regression analysis approach. The results showed Price, Product, and Promotion jointly affect the Consumer Loyalty. However, prices partially greater influence on Consumer Loyalty compared with the Product and Promotion. Therefore, to increase customer loyalty Big Jay Family Karaoke, it is necessary to implement appropriate marketing strategies according to customer requirements. Abstract

Abstract: The problems of poverty are quite complex requiring the intervention of all parties together and coordinated. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment (PNPM's) began in 2007. The method used in this research is descriptive method with qualitative approach. A qualitative approach is used because researchers are planners, the interpreter of data / information, and in the end as well as a reporter research. This research was conducted in the village Ranotana Sario Manado District of focusing research on the effectiveness of the implementation of the National Program for Community Empowerment Urban. PNPM Mandiri is a national program to reduce poverty, especially that based on community empowerment. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment began in 2007. The problems of poverty are quite complex requiring the intervention of all parties together and coordinated. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment (PNPM) began in 2007. The method used in this research is descriptive method with qualitative approach. Based on the results of research and discussion, it can be concluded that the implementation of the National Program for Community Empowerment in Urban Village District of Sario Manado Ranotana not effectively be seen from the output or the amount issued results, level of satisfaction, creative products and intensity. Abstract

ABSTRAK : Sub-district is the district / city that has an important position and role in the framework of theeffectiveness of the regional administration, so it must be able to effectively implement good governance.Accordingly, the study is intended to answer the question "how the implementation of good governance in thesub-district government Pasan Southeast Minahasa regency.From the literature review determined the six principles of good governance are the focus of research, namely:participation, transparency, responsiveness, fairness, of efficiency and effectiveness, and accountability.This study was designed as a descriptive survey research. Sources of data / research informants are allgovernment civil servants districts Pasan many as 22 people, and the citizens of 30 people were taken in fivevillages in the sample, so that the total number of respondents / informants there were 52 people. Primary datacollection using questionnaire techniques and assisted with the interviews. Data analysis was performed usingdescriptive statistical analysis and the percentage frequency distribution analysis.The result showed that the implementation of the principles of good governance (participation,transparency, responsiveness, fairness, efficiency and effectiveness, akuintabilitas) in the sub-district governmentPasan is still at the level of the medium category, but it is good enough.Based on the results of these studies conclude that implementation of good governance can not berealized optimally by Pasan sub-district government, however, has been quite good.Departing from these studies it is necessary to attempt to improve the implementation of goodgovernance in the sub-district government Pasan by doing several things, among others, namely: to increase thenumber of employees, improving employee competence of human resources, adds to the means and facilities tosupport the implementation of tasks, and increase the commitment of forces to realize good governance inoptimal.Key Word : Good Governance

Abstract

ABSTACK: This research Along with the reform era, the organization of local government to change with the implementation of regional autonomy widely, real, and responsible. Based on the results of the initial observations indicate that tingka outcomes on development in villages in the subdistrict Pineleng not optimal. This condition can be observed from the socio-economic conditions / livelihood of people is still relatively low, where the number of underprivileged families are still quite high, while the Tertiary participation and independence of the community also showed a similar reality.This type of research used is descriptive and explanatory survey by using quantitative and qualitative approach, which aims to obtain an overall picture of the mapping and the benefits of social capital for the success of rural development in the district Pineleng Minahasa district ..Based on the results of the descriptive analysis, it is known that the social capital variables are at low and medium categories are respectively 34.34%, followed by the category of "high" of 31.31%. Meanwhile, variaDbel success of rural development in the category of "low" tend to be moderate, amounting to 44.44% and 43.43%, and only 12.12% are categorized high. Statistical analysis showed that the hypothesis that social capital of rural communities and a significant positive effect on the success of rural development in the District Pineleng Minahasa regency.Keywords: Effects of Social Capital Rural Communities Against Rural Development Success In District Pineleng Minahasa District.

ABSTRACT : The agricultural sector is the dominant sector of national and regional development regarding the role of agriculture in employment, income generation and social welfare, economic growth and the creation Domestic gross regional product (GDP ) and foreign exchange through exports. Therefore, the research is the analysis of Strategy to Improve Agricultural Sector Development In Tondegesan In the village of the District Parent Kawangkoan Minahasa .This research used Qualitative Research Methods using data analysis techniques SWOT. Analysis of internal factors produce factors strengths and weaknesses. Strengths factors is fertile Potential Land Resources, Commodity excels as a primary requirement, Human Resources 75,06% is Farmer, Having a farmer institution, farmer group businesses management, and Strategy of market place. Weakness factors is Lack of support for government benefits, Farmers have limited access to capital, lack of control from PPL, Lack of Knowledge and Skills Farmer, limited facilities and infrastructure, Weak Agricultural Technology. External factors generating opportunities and threats factors. Opportunities factors is market needs, The development of the fertilizer industry, agroindustrial production machine tool industry, and Technological Development. Abstract

ABSTRACK The service civil  policy ethics as stipulated in Government Regulation No. 42 Year 2004 on Soul Coaching Corps and the Code of civil servants, establish ethical obligations that must be implemented by civil servants in performing official duties and relationships of everyday life. But in reality there are many civil servants attitude and behavior is not in accordance with the ethical values ​​of civil servants. Starting from these two studies in this meand to determine how the implementation of the civil service ethics policy at the District Secretariat Sula Islands. The method used was a qualitative method. Data sources / informants of this research is purposive sampling of civil servants in the Sula Islands District Secretariat is 5 persons from the leaders / officials concerned and 10 people on staff employee / executive, so the total number of informants there were 15 people. The instrument in this study is the researchers themselves, while collecting the data using interview techniques. Data  analyzed to using qualitative analysis techniques interactive model of Miles and Hubernann. The results on  based of the study conclude: 1). Actions to do by the leadership in connection with the implementation of policies such as the civil service ethics laws and regulations (PP.42 2004), fostering employee awareness, and enforcement of ethics rules is already quite effective. 2) An understanding of the ethics of civil servants are set out in PP.42 2004 (in the state of ethics, organizational ethics, ethics in society, ethics in yourself, and the ethics of others civil servants) is good enough. 3). Application of civil service ethics or practice by employees in the execution of official duties generally been pretty good, but not maximized. This means that the attitude and behavior of civil servants in performing official duties in general is quite in accordance with the ethics of civil servants specified in PP.42 2004. Based on these results the conclusion can be stated as the following suggestions: 1) The enforcement of civil servants in the Secretariat ethics to the District Sula Islands needs to be improved. 2) Understanding of the staff of the Secretariat of the islands of Sula District of ethics of civil servants need to be improved; 3) Application of civil service ethics in the execution of official duties should also be improved in environmental Sula Islands District Secretariat. In this connection it is necessary a high awareness of the employees themselves to adjust the attitude and behavior of the ethical values ​​of civil servants. Abstract

ABSTARCT: The authority of leadership village leader as Hukum Tua in Minahasa Regency, is head the legal community unity which has borders authorized to regulate and manage the affairs of government, the interests of the local community by community initiatives, the right of origin, and / or traditional rights are recognized and respected in the system of government of the Republic of Indonesia. Good Governance be a good idea in order to improve the quality of public services that the village government organized jointly between the Hukum Tua, BPD, community organizations and the public with the principles of transparency and accountability. Therefore, this study aims to determine the role of the Hukum Tua in realizing the transparency and accountability of development in the village of East Lembean drag troughs District of Minahasa.The research proves that the role of the Hukum Tua in realizing the principle of transparency in village drag troughs are good, because the ability to convey information and financial development programs are often delivered village itself directly to the community and village, in meetings or in the event of joy and sorrow. Communication patterns often hold a general meeting every three (3) months and provide information boards so people can determine the extent of the activities that have and have not done. The principle of accountability also good because the Hukum Tua in delivering accountability of the duties and obligations is delivered directly to the public through a loudspeaker as well as the accountability report (LPJ) be submitted in writing to the BPD, Head and forwarded to the Regent Minahasa, in determining the commitment to the process of delivering LPJ BPD and there is conformity with the vision and mission of the village government.The method used in this study is a qualitative study with 32 informants. It can be concluded that the role of Hukum Tua villages Seretan troughs in accountable is the transparency to stakeholders received good appreciation by almost all members of the Rural Colusion Organization receives accountability report Hukum Tua. Considered appropriate for a person of honor calls Ukung Tu'a is Tu'a in walak. ABSTRACTAllocation of funds village is part of the balance funds received district / city, village fund allocation of at least 10% of the balance funds received by the district / city in the budget revenue and expenditure net of fund special allocation. The purpose of the Village Fund Allocation (ADD) is to Improve the organization of village government in carrying out government services and community development in accordance with its authority, Improve the ability of an association of villages and village in the planning, implementation and control of participatory development in accordance with the potential of the village, improving income distribution , employment and business opportunities for rural and urban communities, non-governmental Encourage increased mutual aid society.The purpose of this study was to evaluate the extent of the effectiveness of the allocation of funds in the village of East Motoling District of South Minahasa District. Data collection techniques in this research is through: Observation of the direct observation to the study site, melakukakan Interviews and Documentation.The evaluation result shows that the allocation of funds village in the district East Motoling not effective because there are still some things that are not appropriate as the manufacture of the plan to use the village fund allocation that does not involve people who mislead people do not know exactly to what the actual village fund allocation. Likewise, there is a budget that is used only for personal and group interests such as technical guidance old law that has all the roads when it would be better if the allocation of the funds are used for community development.
