Abstract

Procurement of Civil Service is a process of activities to fill the vacancy formation. connection with this, then every Indonesian citizen who meets the requirements set out in government regulations is an equal opportunity to apply and be appointed as civil servants. But the objective conditions showed many honorary workers who have served for so long but not appointed as civil servants Civil. departed from the matter, this study intended to answer the question of how policy implementation appointment of Honorary Workers become candidates for Civil Servants. This study uses qualitative methods, this study using a sample taken at the office of the Regional Employment Agency North Maluku province by using the interview technique 7 questions to 15 respondents. Qualitative analysis consists of 3 steps first word reduction is the process pemelihan focusing on simplification and racial formations that emerge from the rough notes written on the field, the second presentation of the data that is drawing conclusions and taking action. and the third drawing conclusions / Verify that researchers draw conclusions and verify the symptoms obtained from the field. 3 steps apart from the data the researcher is also supported by documents obtained from the office of research. so from these results we can conclude that the government remain objective in the assessment of each participant is concerned and in the recruitment of civil servants Pemerintahpun take into account the ability of the regional budget because it can result in the ability to provide public services. because if the budget is siphoned off to fund the salaries, which is the public harmed. Based on these conclusions, it is suggested that there is good government or government agency does not receive honorary directly, because most of honorary workers who work now without the selection based only kedekakatan kinship and therefore the government should hold a clean selection for all contract officers in government agencies so that the results higher quality and the government should defer to lift the honorary staff of the general path of honorary workers before all the problems can be resolved in their respective areas. Abstract

ABSTRACT Trash has become a national issue that management needs to be done in a comprehensive and integrated headwaters downstream waste management necessary legal certainty, clarity of responsibility and authority of the government, local government, the role of the community and waste management can proceed professional, effectively and efficiently. So the president issued Law Decree No.18 of 2008 on Waste Management which aims to reduce the waste problem in Indonesia. Waste management aims to serve a city of garbage generated population, which indirectly contribute to maintaining public health and create a cleaner environment. To support the establishment of the provincial capital of Manado as a clean, healthy, comfortable, beautiful and environmentally friendly. Mayor of Manado making policy on Waste Management in the city of Manado, the policy was issued to strengthen the Regional Regulation No. 07 Year 2006 concerning Manado Waste Management and General Services Levies. In this study using the model of George C. Edwards III where implementation can be started from the abstract state and a question of whether the conditions for policy implementation to be successful is communication, communication is between implementing policies / programs with community target groups. Resources, is the human resources and financial resources available or provided for the implementation of policies / programs. Disposition, is characteristic that attaches to the executive like honesty, commitment and democratic attitudes. Bureaucratic structure, is the mechanism (SOP) and the structure of the organization implementing the policy. This study uses a qualitative descriptive approach through interviews of 11 informants, observation and tracking documents and research is assisted by an additional instrument in the form of a list of guidelines for interviewing, recording devices (Hand phone) and stationery. The results showed that the overall waste management policy in Manado City Sanitation Department has shown a pretty good rate, in other words the implementation of solid waste management in terms of freight has been carried out effectively, but seen from the time of completion is still not efficient, since there are often delays garbage carry. Over all results of the interview on the results of the implementation of the waste management policy to the conclusion that the success rate in Waste Management Policy Implementation in Manado City Sanitation Department is quite good. Abstract

Abstract

Abstract : The vast of the territory of Indonesia to be one reason for the administrative arrangements were observed from the smallest region or the so-called village. To improve the management of village government needs to restructure the administration as Permendagri No. 32 of 2006 on Guidelines for the Village Administration to be more effective and efficient. The purpose of this research is to describe, analyze and know how the village administration policy implementation in public service as well as any constraints in the implementation of policies in the village administration of public services in the District of East Amurang South Minahasa. This study used qualitative methods of data analysis are presented descriptively with random village sampling technique or random sampling of eight villages that were taken three villages in the district of East Amurang South Minahasa and the number of informants is sixteen informants. From the results of existing research, the implementation of the existing village administration has not been completely worked well because of the resources and infrastructure that supports the public service yet, but with the shortage of all parties work together to seek the implementation of village administration effective and efficient. Abstract

Teaching license is a certification procces for teachers who have the requirements, like an academic qualifications and professional competence of teachers. So, the teaching license policy should increase the professionalism of the teachers. But the implementation, it doesn't work, the teaching license has so many weakness. Based from it, this research was conducted for answer the question "Is the Teaching license  effective to realizing and improving the professionalism of teachers in SMA Negeri 1 Manado?" this research using qualitative methods. The effectivity of Teaching license to realizing and improving the professionalism of teachers shown from enhancement teacher's competence ( individuality competence, teaching management, professionalism, social competence) and professional attitude. This research informant is fifteen teachers from SMA Negeri 1 Manado, one school principal and two students on the XII grades. Primary data take from interview, and the analysis using qualitative technique, interactive model. This study shown: (1) Teaching license can improve the teacher's self-competence be more good, stable, mature, and prestigious; (2) Teaching license can make their teaching management better; (3) Teaching license can improve the professionalism competence like mastering scientific substance, structure and the methods of their own subject; (4) Teaching license can increase the social competency like interaction with the students, their parents and the fellow teacher; (5) And the Teaching license also can developing the professionalism quality like desire to show the ideal attitude, improve and keep the teacher's image, and the pride as a teacher. Based from the research, there is a conclusion that the Teaching License is effective to improving the professionalism quality of teachers. from that conclusion, there is some advice: (1) The Teaching license policy must be develope; (2) Departement of Education and Culture must be objective to giving the Teaching license; (3) The quality of certification process from the college must be enhanced. Abstract

A case study on the implementation of welfare policies in the District senior South Tanimbar West Southeast Mollucas district. This study used qualitative methods. Data sources / informants were interviewed as many as 16 people consisting of 3 officers / employees of Department of Social Welfare and Labor. Head South Tanimbar. 3 village heads and 6 elderly people are not potential and the data collection process using interview techniques. The results show that the implementation of welfare policies in the District senior South Tanimbar. Southeast Moluccas  regency west wanted not run well there are some obstacles / barriers in the implementation process of budget constraints. lack of technical guidance. lack of facilities and infrastructure for implementing companion. and delays time. It can be concluded that the process of policy implementation assistance in the District senior South Tanimbar West Southeast Moluccas district has not been effective. So it can be suggested: (1) Local Government or the Department of Social Welfare who directly carry out the process of division in their local villages to prevent cuts or misappropriation of find and on target. (2) need additional find for infrastructure supplicants executive assistant in elderly aid policy implementation (3) the government should work just as well with the post offices so that the process is not delayed disbursements of time. (4) the government should provide special orphanage for the elderly who are not potential in channeling funds to a more focused and targeted in providing assistance. Abstract

This study aims to determine the effectiveness of a program of rice for poor families in poverty reduction in Sub Tiom and get an idea about things relating to the effectiveness of the Raskin program in relation to poverty reduction. The method used is descriptive qualitative method. Techniques of data collection by: Observation, Interviewing, Recording documents related to the study. informant data source in this study is the District government Tiom amounted to 6 People, Religious Leaders totaling 3 People Village Head and totaling 9 Persons 15 Persons amounted Society The program includes Lanny Jaya district of Papua Province, while the responsibility of distribution of rice from the barn up to the point of  distribution in the district by Perum Bulog kedesa dipegan. The implementation of the compensation program Raskin Fuel Subsidy reduction in some of this area is still commonly found during various storage, like almost all the residents get Raskin. Supposedly all of it must go through the  procedure of BPS but the village chief made ​​a different policy for the sake of justice for its citizens. Abstract

As written on roadmap of policy achievement, in 2012-2013 every region in Indonesia had a duty to developed health assurance to assured every citizen to achieve an universal health coverage. Therefore, every region should made an universal health coverage programme which is used ABPD as a fund resource. Government of Manado has issued a free universal health coverage programme for every citizen with ID Card or Family Card for the submission. This research focus on service quality of BLU Prof. Kandou Hospital of Manado as a care-taker if the service that have given appropriate to Prof. Kandou Hospital’s standart procedure.    Research Method: This research using qualitative-descriptive approaching method in depth interview to 7 respondent, observation and files investigation.  This research using additional instrument i.e. questionnaire, recorder and writing equipment. Result: According to prime service quality points those are transparency, accountability, conditional, rights equivalence, balance and duty, the service  implementation of universal health coverage programme at BLU Prof. Kandou Hospital of Manado is going well. The obstacle was in application submission procedure in district or representative office of health ministry that sometimes had problem and the DPHO doesn’t appropriate to doctor’s advice. Conclution: BLU Prof. Kandou Hospital of Manado has given a good quality service of free universal health coverage programme according to the research that have done in IRINA E. PBL Mapaluse is one of the flagship programs of the Mayor of  Manado. ImplementationPBLMapaluse in Manado Citywas runaccording to regulations, but there are stillproblemsthatoccur. The conclusionthat can be drawnfromthe results ofthis study isthatin generalthe implementation ofa PBLMapaluseprograminthe cityof Manadoalready well althoughthere aresomeobstacles that occurboth internally and externally. Recommendationsandsuggestionsto the governmentpay more attention tothe speed ofthe disbursement, So there is nolongerdelayin the disbursementof fundsineach environment. Abstract

This study questioned the two main problems, namely: How does the process of implementation of the bureaucratic functions in the administration of local government and any constraint faced by the government in implementing the functions of bureaucracy. This study therefore aims to: (1) describe the implementation of the bureaucratic functions in the regional administration, especially in the northern Loloda districts on North Halmahera regency; (2) to identify obstacles or barriers faced by local governments in implementing bureaucratic functions, specialy on northern Loloda district of North Halmahera regency. This study used a descriptive-analytic method. The data and information collected by the technique of questionnaires distributed to 80 respondents and equipped with observation and documentation techniques then analyzed with descriptive analysis technique equipped with a secondary data analysis. Based on the analysis of data, it is known that: (1) the implementation of the public service has been running pretty good, although there are three indicators of public service functions that have not been optimally realized, such as discipline, responsibility and ability of service personnel. (2) there are three factors that are considered as constraint / barrier in the implementation of the bureaucratic functions of particular public service functions, namely: self-discipline, responsibility, and capacity / service personnel in providing services to the public. It can be concluded that the indicator function of public services such as discipline, responsibility and ability to care workers need to get the government's attention, for a fixed the public service for a better future.
