Abstract

Abstract:This research aims to know and observe the implementation of the program of development ofmicro small medium by the cooperatives, micro, small, and medium-sized city of manado. an increase inhuman resources of micro-entrepreneurs, small and medium enterprises are also very limited. Thus thisgreatly affects the performance of the Department of cooperatives and micro small medium manado wellin data retrieval and processing of data. enterprise development for micro, small and medium enterprisesappear to have been hampered due to lack of capital and also the soul of entrepreneurship(enterpreneurship). This is due to the lack of a partnership effort with the banks and State-ownedenterprises. the factors that cause this internally caused from employees of HR Department ofcooperatives and micro small medium manado city is still limited, especially in terms of mastery ofaccounting cooperative. This needs to be there is special training for employees to master the accountingcooperative so that information will not experience difficulties. external factors that emerged was the lackof human resource capacity of the micro, small and medium enterprises.The research methods used in this study is a qualitative method, with the techniques of primaryand secondary data collection performed by the library studies and fieldwork (interviews, observation anddocumentation studies). as for the respondents/informants of this research is the Head Office of microsmall and medium city of manado: 3 sub field of micro small and medium enterprises: 6 peopleperpetrators of micro enterprises small and medium-sized city of manado. with the data analysistechniques in reduction of data, data presentation, and conclusion and verify the withdrawal.The results showed that the effectiveness of the implementation of the program of development ofmicro, small, and medium (micro small medium-sized) (a study in the Department of cooperatives andmicro small medium manado) in measure of concept by gibson (1984), namely the production, efficiency,customer satisfaction, adaptation, and development. In view of these five aspects, namely the production,efficiency, customer satisfaction, adaptation, and development of almost everything said has not beengoing well. These are all proven to be due to the utilization of human resources in the Department is stillminimal. Additionally in terms of funding for the capital in a given community micro small medium is stillvery minimal as well. In the management of the loan capital is also very difficult and very convoluted belit.Referring to the discussion and the conclusions above suggest then. in order for the Departmentof cooperatives and micro small medium city of manado in the efficiency of implementing the developmentprogram of micro small medium to medium small micro-businessmen should be based on a sense ofresponsibility to improve the welfare of the principal micro small medium and not for the personal benefitof a certain group or bureaucracy. Abstract

ABSTRACT : Hospital is a health care institution that organizes personal health services in plenary thatprovides inpatient, outpatient, and emergency department. In connection with the Hospital opened healthservices through programs that one Regional Health Insurance program (JAMKESDA) which is aprogram for the poor that health care costs are guaranteed by the Government.This study is intended to answer the "Is service health insurance program area (JAMKESDA) in the cityof Bitung is already effective. This study uses a qualitative method. Data source / informant study is thehead of the general hospital one person, public hospital employees 10 people, and participants Jamkesda20 people, so the total number of informants there were 31 people. Primary data collection using thequestionnaire technique and help with the interview.Results of the data analysis showed that the implementation of the regional health insurance servicesprogram (JAMKESDA) in the city of Bitung is already operating effectively, although not optimal. Basedon the results of these studies conclude that it is not optimal effectiveness of the implementation of theRegional Health Insurance services program (JAMKESDA) related to the implementation of satisfactionindicators and indicators of adaptation that has not been effective, both the level of satisfaction ofemployees / employee hospitals and patients and families of patients who have not been satisfied on theservice they received.Referring to some of the findings in this study, then to optimize the achievement of effectiveimplementation of the Regional Health Insurance program (JAMKESDA) in city Bitung forward, needs tobe optimized implementation of satisfaction indicators and indicators of adaptation, through increasing itscapacity to adjust to the dynamics and demands of internal environment and externally.Key words: : Effectiveness of Care Regional Health Insurance Program (JAMKESDA).

ABSTRACT :The fact that the large volume of work and endured by the apparatus was tough because ofthe limited number of personnel, the state apparatus thus indeed requires a skilled, resilient, and high qualityof the duties and responsibilities. One way that can be done to create such apparatus is supervised todetermine the results of the assessment of performance, namely by doing a systematic evaluation of theresults of monitoring reports has been delayed. Abstract

Abstract: This study berwal of experiences to the principal that is, the extent to which the influence of theleadership of the head of the village to increase public awareness in paying taxes on land and buildings inthe village kaayuran south district under the District Langowan minahasa. Thus this study aims to analyzethe influence of the leadership of the head of the village to increase public awareness in paying taxes on landand buildings in the village kaayuran south district under the District Langowan minahasa. This study usesquantitative methods to approach the descriptive analysis of data and information collected throughquestionnaires distributed to the technique 53 respondents were equipped with observation technique byapplying the technique of frequency tables, analysis of product moment and simple linear regression. Basedon the results of the data analaisi known that the answer respoenden on leadership clod village is in a classinterval between 22-25 with a .frequency of 25 respondents, or 47.2% This indicates that the average scoreof variable Leadership Village Head (X) are in the category of "high" while in the pay of the UN Awareness(Y) beada the class interval between 22-25 with a frequency of 23 respondents, or 43.4% , It can beinterpreted that the average scores in the Public Awareness variable pay land and building tax (Y) in thevillage of Down District Langowan Kaayuran the South are in the category of "high" It can be concludedthat the Leadership Village Head Down Kaayuran Southern District Langowan very ignifikan positive effecton the level of public awareness in paying property tax The village head in implementing transformationalleadership style tends to rely more effective in raising public awareness and building earth to pay tax, inparticular in Kaayuran village Down South Minahasa District Langowan.Keywords: Leadership village head, Awareness In Pay Property Tax

Abstract : The progress and setbacks of an organization depends on leadership qualities of a leader.Seen from the point of view of any leader is always placed on one very important point. The role of aleader in an organization or group is vital. Because in that role, a leader will help the organization torealize its vision and mission. the purpose of this research can be formulated as follows: To determinethe effect of Leadership Influence on Performance of Civil Servants in the District Office DistrictTagulandang Sitaro.This is a descriptive quantitative research, which describes the relationship between variables toanalyze numerical data using statistical methods through hypothesis testing. In this study took theentire population of employees at the District Office Tagulandang Sitaro Regency, North Sulawesi,which consists of 18 people.Results of simple correlation analysis showed that the leadership role positively and significantlycorrelated to the performance of an employee or significant influence with the power of 58.7%;meaning that developments in performance of 58.7% is determined or influenced by the leadershiprole.Keywords: Leadership, Performance

Abstract: This research in order to acquire a thesis making a Bachelor degree Holders in theFaculty of social and Political Science Unsrat Manado. Moving on from the pre study done by researchers,that turns into alleged 1980 Village Administration Governance has not been applied in accordance withPERMENDAGRI NO. 32 in 2006 about the village Administration Guidelines. This is because there aresome administration village of 1980 which have not been applied. Thus, the researchers saw a need to reviewand note the application of Administrative Governance at the village of 1980. This research uses qualitativeresearch methods. The data collected from the stages of observation, in-depth interviews and documentation.On the collection of data on completed by using the guidelines of the interview, in which there are 9informants interviewed. The informant is the ninth of which start from the head of Loloda (1) and (8) thevillage government. After being interviewed, the researchers analyzed the results of the interviews throughseveral stages. Among the first with the collection of data is done through observation or interviews and thendo record keeping and typing and editing as necessary, both the reduction of the holding against existingdata selection, data analysis, summarize the sharpen as well as discard data that is not required, the thirdprovides data and simplifying data have been obtained in order to facilitate research in the conclusion, thefourth withdrawal With drawl , verify their conclusions with a review the records or data acquired andanalyzed as a result including brainstorm with friends colleagues and then take the conclusion. The resultsshowed that the Administration's Governance is still not applied optimally as expected by PERMENDAGRINO. 32 in 2006. The conclusion that can be drawn from the results of this research is that found there areseveral administration which has not been applied. Abstract: Currently there is no doubt that in the era of globalization there is no doubt have demanded a lot of change, improvement and increased in various fields. If connected to the human resources needs to be an increase in the quality of labor and the ability to be able to independently and compete. Among one of the aspects relating to human resources, which must be considered by the agency is working motivation of employees (employees) is the willingness of employees to concentrate all its efforts for the agency.Motivation is increasingly important because of the leadership of the subordinates to share the work done well and directed to the goals previously set. Leadership in motivating employees should realize that humans have a willingness to work hard in the hope he will be able to meet the needs and desires of his work. In carrying out its work, the employee does not carry out all the work yourself, but sometimes it takes a good cooperation among employees in completing a job. In this case, leaders must encourage and stimulate the motion (working willingness) employee to perform a job that was his duty so that they are motivated to work as best as possible and be able to improve the productivity of their labor. It is worth noting because human labor as a man who can not be driven away, but living beings who have feelings, needs, desires and mindset alone.In improving organizational performance in a wide range of internal and external aspects, in other words Motivation determined on their relationships with the various aspects that come from individual employees themselves, as well as from outside the individual. This study found that the motivation factor, turns out to have a close relationship and significant impact on the workings of employees / educators. Abstract

Abstract : Organizational culture is important when it comes to improving the performance of organizationsand personnel in it. Culture of the organization has a goal to change attitudes and behavior of existinghuman resources in order to increase labor productivity to face many challenges in the future. The purpose ofthis paper is to analyze the work culture and productivityThis research is descriptive-quantitative research. Quantitative research goal is to develop and usemathematical models, theories or hypotheses pertaining to natural phenomena. The population in this studywere employees who worked in the Institute for Agricultural Technology North Sulawesi with the number ofemployees as many as 97 employees.Results of this study show the influence of culture on the productivity of employees working for R2 = 0302, or30.2%. The statistics show that the variable work culture has a positive impact on the productivity ofemployees at the Institute for Agricultural Technology (BPTP) of North Sulawesi, which means that laborproductivity increased by 30.2% determined by or influenced by the culture of work, while the rest of 69, 8%are determined or influenced by other variables not examined in this studyKeywords: Organizational Culture, Productivity
