Abstract

Penelitian ini bertujuan untuk mengetahui penyebab masih kurangnya partisipasi masyarakat dalam membayar Pajak Bumi dan Bangunan di Kelurahan Tempino Kecamatan Mestong Kabupaten Muaro Jambi Kota Jambi.Pendekatan ini menggunakan pendekatan kualitatif, jenis penelitian ini adalah penelitian deskriptif, teknik pengumpulan data dalam penelitian ini menggunakan observasi, wawancara dan dokumentasi, dan teknik analisis data yang digunakan dalam penelitian ini adalah teknik Reduksi data, Penyajian data, dan Verifikasi data / penarikan kesimpulan.Dari hasil penelitian menunjukkan bahwa partisipasi masyarakat wajib pajak dalam membayar Pajak Bumi dan Bangunan di Kelurahan Tempino belum optimal. faktor yang menghambat dalam membayar pajak bumi dan bangunan adalah kurangnya partisipasi wajib pajak dimana tidak sadar akan kewajibannya untuk membayar pajak yang menyebabkan pembayaran pajak ini tidak berjalan dengan efektif. Wajib pajak harus meningkatkan kesadaran dalam membayar Pajak Bumi dan Bangunan Karena, dengan membayar pajak dengan rutin wajib pajak berpartisipasi dalam pembangunan daerahnya khususnya untuk Kota Jambi.Partisipasi masyarakat dalam membayar Pajak Bumi dan Bangunan di Kelurahan Tempino belum baik karena tingkat komunikasi, sikap petugas Pajak Bumi dan Bangunan, kesadaran, pendidikan, dan tanggung jawab belum optimal.Kata Kunci : Partisipasi Masyarakat. Abstract

Abstrac: Farmers groups conduct various activities to increase farm farmersgroup. But in fact that happened there are still members of the Group offarmers don't have ability and potential, is so good in live and manageexisting farms on the farmer groups, there are still farmers group memberswho do not work expanded feet according to what to expect.Research in using qualitative research methods, descriptive.Informants scrutinized as much as 12 informants: 1 person group Chairman,11 members of the group. data collection techniques are used i.e., techniquesof observation/observation and interview. data analysis techniques are used,namely the reduction of the data, the presentation of data, and thewithdrawal of the conclusion.Keywords : empowerment, farmers group

Abstract

ABSTRACTThe objective of this research is to know the performance of Village Head of one Tolok in the implementation of deda development. The study was conducted from april to june 2017. The method used is qualitative method where a type that providcs a description or description of facts collected in the field relate closely to the object of research, the data source used is primary data and secon dary data and informan are involved are people who can provide information about the situation and condition of the research background that is a total of 10 informants namely the village head 1 orang, village secretary 1 person, guard head 3 person, and the community as many as 5 person. The results showed that the Village Head in carrying out its performance in the implementation of development seen from the quantity of work, quality of work, job knowledge, creativity, cooperation, initiative, dependability, personal qualities it?s goob enough to see from some successful development programs. Referring to the findings of this study, so in view need to give some suggestion as solution of problem solving in this research, as follows : (1) in order to ensure the realization of all village development plans/programs, especially on one tiered villages, it is recommended that at the completion prepation and placement of village development programs/ plans, village heads at time also need to conduct direct socialization to the community to invite the community to participate actively in the process of implementation of village development. So that people can know the importance of community participation in the implementation of development. (2) to increase awareness and high participation of the community in the village development process, it is advisable for the village head and village officials to explore and understand the urgent needs of the community in the planning and implementation of the development program.Keywords: Performance of Village

Abstract

ABSTRACT: The program of Neighborhood community-based Environment (PLPBK) isbasically an advanced interventions within the framework of a strategy of intervention UrbanPNPM Mandiri. The activities of PLPBK give priority to the harmonisation of synergies betweenthe regional programme, the community and the groups concerned in the process of structuringthe environment independently and sustainable settlements.This research aims to know the effectiveness of PLPBK Program Settlements on thevillage's of northern Titiwungen, Sario Subdistrict in the City of Manado. This study usesqualitative methods. Informants in this study are 11 people. Data collection instruments andtechniques used are guidelines for interviews and assisted with interviews and observation.Measuring the effectiveness of this program using the theory of Barnard in Prawisentono with 9indicators measuring effectiveness i.e. the clarity of purpose, clarity of program strategy goalachievement, a program of steady policy formulation, drafting of appropriate programs, theprovision of facilities and infrastructure, operational effectiveness, functional programseffectiveness, the effectiveness of the objectives of the program and the effectiveness of theprogram target.The results of this study claimed that using the 9 indicators in measuring the effectivenessof an environmental Setup program Neighborhood-based Community votes is effective enough.Thus it can be concluded when the effectiveness of an environmental Setup program communitybasedSettlements in Kelurahan of northern Titiwungen of the City of Manado, has been runningquite effectively.Key Words: Effectiveness of programs

Abstract

ABSTRACTLocated in the northernmost position of Indonesia and adjacent to neighboring Philippines, Sangihe regency store tourism potential with a million charms but some promising potential tourist attraction is still not getting more attention from the local government, especially the Department of Culture and Tourism of the District of Sangihe Islands so can not yet Attracting as many foreign and dosmetic tourists as possible to visit the area.In the preparation of this study the authors use Descriptive Research Methods intended to obtain information on the Development of Tourism Objects in the Department of Culture and Tourism District of Sangihe Islands. As for the informants in this study is the informant that has relevance to the problem and focus of research studied.Based on the result of research that role of culture and tourism in developing tourism object based on three indicator that is coordinator, facilitator, stimulator and there are some efforts done by Department of Culture and Tourism in developing tourism object that is Provision of Master Plan of Tourism Development Area, Culture and Tourism Department do cooperation between Government agencies, the Government in collaboration with the private sector in managing attractions, Human Resources Development tour. Abstract : Some government-issued regulations to handle and provides a variety of complaints into thesystem of complaints should be cared for properly in various government agencies managing the complaintshould have been look well in various government agencies. In order that the functions of the managementof complaints it could run well in order to improve the quality of existing services. The problems inherentin the grip of a public complains on the service of E-KTP in the service of the population and civilregistration distric of Minahasa Utara can be grouped into three types of complaints. Abstract

Abstract As a neighborhood, in a pattern of providing much-needed administrative services of openness (transparency) service to the community, where as the Government wards in the tasks and functions should provide administrative services to the community particularly in the making of a recommendation letter family card in this case have been set forth in a government regulation of the Republic of Indonesia Number 73 year 2005 about wards where the duties and functions of the village government apparatus must provide adsministrasi services to the community of openness so that the ministries can be a maximum of , as seen from the indicator of openness expressed by Dwiyanto (2006:242) which has an indicator regarding information disclosure requirements-pesrsyaratan, cost in the management of the Administration and the openness of the process of settlement/period required and in the theory of transparency expressed by the Mardiasmo in the Kristianten (2006:45), which mentioned the transparency is openness of the Government in providing information related to the activities of the management of public resources to those who need the IE community. Purpose in writing this is divided into two to qualify as needed in order to holds a Bachelor and other purposes i.e. to know the problems raised in this thesis. This research is descriptive research with qualitative approach. Data analysis technique used is a data analysis technique of the model of data i.e. Huberman & Miles reduction, data display and drawing conclusion/verification. Based on the research results obtained that can be seen is still the lack of openness of Government wards against requirements, costs and time in the management of the administration which caused the service to the community did not go well, as is still the lack of supporting facilities in the management of the Administration, and the formation of a national structure is not complete. Because of it's peneiti neighborhood suggested that the Government should be more open in providing service to the community, and there should be supporting facilities complete formation service and fill in the structure of national order for service to the community can be run well.Keywords: Transparency Of Administrative Services

Abstract: the problems that often arise in instances of Government clinicsespecially in this regard contained in management functions such as planning,organizing, implementing, and monitoring at regular intervals. Based on thepermasalahaan that occur in the context of Pererencanaan, organizing,implementing and monitoring. Aspects of management became a very importantthing to note. Departing from the importance of the required management withinthe Organization, so that the researcher is interested in lifting and discussingand researching the title research on the management of health services at theClinic, and forms the Southeast Minahasa Regency Striped Subdistrict. Thisstudy uses qualitative methods because it is done in a natural condition.Sugiyono (2013) suggested that the research methods qualitative researchmethods are used to examine the conditions of natural objects, whereresearchers are as a key instrument, techniques of data collection conducted inthe combined inductive in nature, data analysis, and the results of the qualitativeresearch emphasizes the significance of on generalities.The number ofinformants 11 people, consisting of 1 head of clinics, 1 poly head General, I headthe poly Poly 1 head gear, maternal and child health, seven patients.Keywords: Health Services Management

Abstract

Improvement and empowerment of community resources in a planned and systematic way will greatlyaffect the improvement of people's welfare in Tompaso Barat District. This study uses quantitative research,which is trying to answer the magnitude of the effect of variables Empowering Small and MediumEnterprises to the Welfare Society.The data were collected with careful observation, including questionnaires in detailed contexts andin-depth interviews, as well as analysis results. Descriptive Statistics describes the mean and standarddeviation of the dependent and independent variables, the average public welfare being 31.87 means withthe standard deviation of 2,980. The average empowerment is 28.70 means with the standard deviation of2,902. Contribution of empowerment variable to welfare is obtained 48,0% it means that variation of societyprosperity change also influenced by variation of change of empowerment variable and the rest equal to52,0% which influenced by other factor. By empowering Small and Medium Enterprises in West TompasoSubdistrict will affect the welfare of the community as well as increase economic growth in each village.Keywords: Small and Medium Enterprise Empowerment, Public welfare
