Abstract

ABSTRAK: The village is a social institution that was passed on from generation to generation by the people. the new order of government is concerned homogenize the internal order of the village is so diverse in this country. The government wants the village as an instrument of development of effective and efficient. With the Law No. 6 of 2014 on the village, the village returned as part of the right of people, so the presence of village autonomy, which the village organize independently of government. From this, the village was given the authority to regulate and manage their own household and are expected to manage the potential that exists in villages both in the field of human resources, and natural resources, to find out the surveillance society in the implementation of governmental tasks, the researchers malakukan direct research with the number of informants as many as 14 people.Supervision is very important in a government, to encourage and anticipate deviations will occur. In this study informant revealed that the villagers have not been up correcting the results of the work done by the village government, it is because the government never set up a room for deliberation, so that what is done by the village government in particular on the budget the village fund managed by the government does not know then how the budget has been realized by building rural infrastructure, and the rest of the village community fund budget management never know, because the government is not accountable for the village community. In other words, the government should better evaluate the performance and the need to implement corrective actions so that the results of the work in accordance with the plan.  Keywords: Society Oversight of Government Management In Village

Abstract

Abstract :This research moved from initial findings that the implementation of the program in the VillageSawang Bendar Raskin indicated less effective, less targeted and not just the right amount. Thus, thisstudy aims to determine how the Raskin program implementation and obstacles that reported in theprocess of implementation of the Raskin program.To answer the research problem, then applied descriptive method kualitastif. Data collected byobservation, interview and documentation, kemudiaan 10 (ten) the informant set of elements of theDistrict government Tahuna many as four people, four persons from the village government Sawangbendar and 2 persons from the RTS-PM. Interactive techniques used to analyze the data.Results of the study showed that: (1) Rice program impelemntasi Poor (Raskin) in Sub Sawangsubdistrict Bendar Tahuna, in general has done well and is quite effective, but there are two dimensions,namely resources and implementing organizational structure is not optimal achievable. (2) There areseveral factors inhibiting or obstacles in the implementation of Raskin, particularly in Sub SawangBendar, namely: (a). Weather constraints in the distribution of Raskin. (B). Liveliness personnel,executive personnel khususya distribution and (c). Delays in the disbursement of operational funds atdistrict level.Referring to some of the findings in this study, it is necessary to give some suggestions assolutions to problems in this study, as follows: (1) Internal coordination should be increased throughsurveillance team in charge at each level of the implementation team. Abstract

ABSTRACT: Water plays an important role in human life, animals, plants and other bodies. The water weneed is water that meets the requirements of good health, physical requirements, chemical, bacteriologicaland radioactive. Uncontaminated water is defined as water that does not contain a specific foreignsubstances in quantities exceeding the limits set so that the water can be used normally. General conditionsfaced Water District Kawangkoan North in connection with customer service that is the difficulty ininstallation or connection to a public that has been registered but has not been connected or has not receivedinstallation, as well as the distribution of water that sometimes substandard home-home customer. As forthe purpose of this study was to determine how the effectiveness of local water companies in North MinahasaDistrict Kawangkoan.The method of this research is qualitative research methods and data collection techniques in this study isthe observation / observation localized research, conduct interviews, and documentation. Abstract

ABSTRACT : With the increasing population and the activities of the community in the city of manado, alsoincreased the amount of the more then the volume of trash in the produce. This is affecting the conditionsof the LANDFILL at the moment. Waste management is the collection, transport, processing, recycling, ordisposal of waste material. Waste management is very important in order not to bad on the community and theenvironment. The purpose of this study was to determine whether waste management by the cleanliness andLandscaping Manado city is already effective. Data collection techniques in research is through: directobservation to observation i.e location research, conduct interview and documentation.The research method used was qualitative research methods. The method of this research aims to know theeffectiveness of waste management by the cleanliness and Landscaping of the city of Manado. As for whobecomes the respondents in this study was the Secretary of the Department and staff officers of the Departmentof hygiene and Landscaping of the city of Manado and involving the community of the city of Manado.Based on the research that has been done then the effectiveness of waste management by cleanlinessand Landscaping of the city of Manado city is still not effective because there are still many obstacles in the face.The government should give full attention towards waste management, especially in the areaof detention that kecamatan bersehati market volume of trash.For it can be inferred that in the effectiveness of waste management in the service of cleanlinessand Landscaping Manado was ineffective because of the criteria,namely production, efficiency,satisfaction,adaptation/customisation, developmentand no one is fulfilled.Key Words: Effectiveness, Waste Management

Abstract

ABSTRACT: This research moved from the initial observation that the Employee Performance BenefitsPolicy Implementation in the Agriculture Technology Assessment Unit in North Sulawesi indicated noteffective enough because encountered some conditions that indicate problems in implementation. Thepurpose of this study was to determine how the Employee Performance Benefits Policy Implementation inAgriculture Technology Assessment Unit in North Sulawesi.Research using qualitative methods.The informants as many as 10 employees. Collecting data withinterview techniques; while the data analysis using analytical techniques interactive model of Miles andHubermann. Implementation of the model that is used in this research is the theory of policy implementationof Van Metter and VanHorn.The results of this study demonstrate policy implementation performance benefits of employees inNorth Sulawesi in general has been quite good but needs to be improved, namely (1) the human dimension:the lack of supervision to be the cause of corruption time employees. (2) Dimensions implementing Attitude:There is still tolerable attitude of the parties has taken the performance benefits so that employees whoviolate the rules spared from cuts. (3) Dimensions organization communication between implementers, lackof communication with other parties regarding appropriate intake BPTP periodic reports causing delays inthe disbursement of performance benefits.Referring to some of the findings in this study it is necessary to give somesuggestions as solutionsto problems, as follows: (1) it is necessary to increase the security guard or officer who recorded employeeout during office hours, it is important for improving employee discipline. (2) Regulations or provisionsconcerning the calculation of the performance benefits cuts should be done properly and consistently withtougher sanctions. In order for the parties that deal cutting performance benefits can work consistently andfirmly, so that employees who violate the rules will not be spared from cuts. Abstract

Abstract: Education is a key to reducing poverty in the medium and long term and one of the mostimportant elements in national development, because with education for the community to be promisingpeople more advanced in his thinking. Thought developed societies to form a Human Resources (HR) ofhigh quality. in the District of Siau Tagulandang Biaro of school age who have not been able to get aneducation, in junior high school education who do not finish school amounted to 51 students from thedata taken at the Department of Education Youth and Sports District Siau Tagulandang Biaro. The causeof the children who dropped out of school As well as some elementary school and junior high school inthe district of Siau Tagulandang Biaro still not being prasyrarat terselenggaraya education among othersdamaged classrooms and the uneven ketersebaran teachers is a problem facing education in the DistrictSiau Taguladang Biaro. Conditions as described previously prompted the authors to determine the depthon the performance of the Department of Education, Youth and Sports District Siau Tagulandang Biaroin implementing the nine-year compulsory education program. From the results of research and analysisconcluded that the Performance Department of Education Youth and Sport in the Nine-Year CompulsoryEducation Program which terihat on five aspects, namely. Productivity, quality of service,responsiveness, responsibility and accountability. Abstract

Abstract : ACV Agency's consultative village is an institution which is a manifestation ofdemocracy in the Organization of the Government of the village. The function of the ACV is setting therules of the village along with the head of the village, as well as accommodating and channeling theaspirations of the community. Based on the existing realities of the villagers still belongs to the educationlevel of the Kumo and democracy at the village of Kumo can run well, it is affected by the performance ofthe Agency's consultative village (ACV) in organizing a Government of democratic Village in the village ofKumo, sub district of Tobelo, Halmahera Regency or Halmahera Utara.The problem in this research are (1) how does the exercise of the functions of Government in thevillage of ACV, (2) what are the obstacles faced by the Government in the village of ACV, (3) any effortsthat had been undertaken ACV to overcome barriers arising in organized governance. The purpose of thisresearch is (1) to know the implementation function of ACV, (2) to find out whether the obstacles faced bythe ACV, (3) to know what efforts had been made to overcome the existing barriers.Research methods used are qualitative research methods, data collection Methods used in thisresearch include observation, interview and documentation, to know the validity of the data by using thedata analysis technique performed with several stages, namely data reduction stage, the presentation of data,and the withdrawal of the conclusion or verification.The results showed, that the ACV has run both its functions properly. Barriers faced by ACV in theexercise of its functions caused by internal and external barriers, have been addressed positively by the ACV.Advice that can be given are (1) the need for cooperation between the Governments of North HalmaheraRegency with the Government to provide a supply of the village of ACV, (2) it needs to be a more adequatefunding allocation for the operational activities of ACV (3) the Government needs to consider the existenceof reward, namely in the form of allowances to the ACVKeywords: Village Government , Agency's consultative village

Abstract

ABSTRAC: In accordance with the results of research in the field shows that the coaching of athletes inthe District Talaud islands are less sustainable. Athletes only get awards and a variety of services in the lastevent of the championship, after the completion of the event and there is no longer a championship, then ingeneral the athlete is no longer considered and will be sought at the time held more championships. It is animportant task for local governments in general and the Department of Education Youth and Sports inparticular that would be an assurance for athletes who have the name of the area.This type of research is qualitative, focusing on the field of research in the form of case studies (casestudy) directly to the Department of Education Youth and Sports Talaud Islands. Informants were taken asmany as 13 people, which is 5 employees Department of Education Youth and Sports, 4 athletes and 4 membersof the public. The focus of research is more emphasis on the availability of infrastructure as the primary meansof supporting the success in the development of athletic performance.Not optimal role of the Ministry of Youth and Sports in guidance increase athletic performance as wellas the lack of attention in the provision of facilities and infrastructure development of athletes. development ofnational sport is still first, just as a routine oriented instant achievement based on past experience poorinnovation. That is what causes athletes Talaud Islands minimal achievements both at the provincial andnational level. Abstract

Abstract: This research moved from the initial observation that the application by the amah VillageAutonomy Law. No. 6 Year 2015 About the Village is not optimal so that the impact on the low participation ofrural communities, especially in the district of South Sorong Regency Saifi. Thus, this study aimed to analyzethe effect of implementation of village autonomy to public participation in the development of Saifi village inthe district of South Sorong regency. Denagn applying the method of descriptive and quantitative approachesand applying imntrumen questionnaire, distributed to 46 people selamnjutnya government officials Kampungdistributed into five villages. After the data and information collected, then processed and analyzed by usingfrequency tables and analysis product moment correlation analysis and simple linear regression to test thehypothesis.The results of data analysis menunkkan that (1). The implementation of village autonomy is in thecategory "medium" tend to be "low", while the level of community participation in rural development are inthe category of "moderate" tend to be "high". (2). The implementation of village autonomy as one of the factorsthat influence people's participation in rural development. The implementation of village autonomy contributepositively and significantly on the level of participation of rural communities, especially in the district of SouthSorong Regency Saifi. Thus, it can be concluded that the hypothesis can be tested by empirical validity as wellas to justify the underlying theories.It is necessary to give some suggestions, among others: (1). Not optimal application of Village Autonomy,it is expected that the government (district / city and province) is committed to delegate authority under thelegislation in force regarding some matters that are directly handled by the village government so as toencourage an increase in the intensity of the implementation of village autonomy. (2). It is recommended thatthe local government encourages well as streamline the functions of village institutions as a partner with thevillage government through education and functional training.Keywords: Autonomy village, community participation, rural development

Abstract

ABSTRACT: Services will be as good as village government officials can play a direct role and be involved inproviding services to the public in accordance with the duties and functions, so that people are satisfied with theservices provided by the village government and services expected to run optimally. This research is located inthe village Pitu Tobelo District of Central Halmahera north. The purpose of this study was to determine andidentify the role of village government apparatus in public services and constraints in the public service.The method used in this research is qualitative method. Informants were taken from various relatedelements, namely the head of the village and the Irish village and community shop. This study uses datacollection techniques: interview, observation and documentation. The steps in the analysis of the data is datareduction, data presentation and conclusion.From the results of this study indicate Role of Government Agencies in the village of Pitu in providingthe service is still not optimal. Judging from some of the constraints in the implementation of public services:Simplicity procedures, clarity, completeness of facilities and infrastructure, discipline politeness andfriendliness, comfort. 4 indicator shows inferior services and one indicator shows pretty good service. So overallit can be concluded that the existing services in the village Pitu still not running optimally.Keywords. Role of Government Personnel village in Public Service
