Abstract

ABSTRACT: In accordance with the mandate of Law Number 32 Year 2004 on Regional Governmentand Government Regulation No. 41 of 2007 concerning the regional Organization, that the ParliamentSecretariat is area that has the task to provide services administrative to Parliament, so the ParliamentSecretariat has an important role in supporting implementation of the functions of Parliament. In thisregard, this study to answer the question "What is the role of the Parliament Secretariat in supportingthe implementation of the function of Parliament has been executed effectively and efficiently inTomohon?"Research using qualitative methods. In this case the role of the secretariat of Parliament in favor ofParliament diihat function of two aspects: effectiveness and efficiency. Informants in this study weretaken from the officials and employees of the Parliament Secretariat Tomohon (5) and the Chairmanof Parliament Tomohon (5). Data collection by interview; while the analysis of data using analysistechniques interactive model of Miles and Hubernann.The results showed: (1) The role of the Parliament Secretariat Tomohon in supporting theimplementation of the functions of Parliament are carried out effectively seen from the successfulimplementation of programs and activities that have been set, and the level of realization orachievement of targets planned results. (2) The role of the Parliament Secretariat Tomohon insupporting the implementation of the functions of Parliament are carried out efficiently be seen fromthe use of the budget and the utilization of human potential employees, as well as the degree oftimeliness of implementation and completion of assigned tasks.Based on the results of these studies conclude that the role of the Parliament Secretariat Tomohon insupporting the implementation of the function of Parliament has been done effectively and efficiently.In other words, Parliament Secretariat Tomohon already can act effectively and efficiently insupporting implementation of the functions of Parliament.Based on these results it is suggested some things Tomohon City Council secretariat role in the future:(1) Improving the competence or ability of employee skills through education and technical trainingand functional. (2) Improve the more effective coordination between the Secretariat of the Council andwith the Parliament; (3) Enhance the spirit and enthusiasm of employees working at improving thewelfare of employees.Key Word : Secretariat Role, Parliament

Abstract

Implementation of Road Infrastructure Development Policy in Support of Community EconomicDevelopment in Sorong. This study aims to find out about the Road Infrastructure Development inSupport of Economic Development conducted by the government of Sorong in particular Umum.OlehWorks Department for the government's role in encouraging the development area should be donewith a set of policies and actions that can improve regional economy Sorong.This study was conducted in Sorong, the process of data collection is done by observation, interviewand documentation. Informants in this study consisted of 14 people. The data collected later describedby using qualitative methods.Results from this study indicate that the construction of road infrastructure in Sorong Regency is goodenough, but not fully wishes of the people can be responded to by the government, especially theDepartment of Public Works. Thus the author can propose to the government to the natural resourcesthat could be used for the benefit of local communities in Sorong for the present and the future.Keywords: Implementation, Policy, Infrastructure Roads and Economic Development

Abstract

ABSTRACT : As the head of the working area of the districts Head has the authority tocoordinate the implementation of development in the district. The purpose of this study was todetermine how the sub-district coordination in the implementation of development in the districtKauditan North Minahasa Regency.This study used qualitative methods. The informants as many as 10 people, namely: Head,section head of Economic Development, Head of Unit Office (2 people), the Head of Vertical (2people), the village head (2 people), the Chairman of BPD (1 people) and Chairman of the LPM (1people ). Data collection techniques used were interviews. The data analysis was done by usingqualitative analysis interactive model of Miles and Hubernann.The results showed: (1) Coordination Head of the program planning / development activities in thedistrict Kauditan well done and quite effective; (2) Coordination Head towards the implementation ofthe program / development activities in the district Kauditan well done and quite effectiveBased on the results of these studies conclude that camat coordination in theimplementation of development in the district Kauditan implemented properly and fairly effective. Thismeans that the district head coordination in the implementation of development in the district ofcreating or realizing harmony, harmony, balance, synchronization, and integral developmentprograms in the district, and the implementation of development programs can be run on a regular,orderly, smooth and successful.Based on the conclusions of the study and some of the findings in this study, may putforward suggestions: (1) coordination of existing facilities such as meeting coordination, consultationforums, reporting, query data / information needs to be improved the quality of its implementation; (2)Good coordination and effective can be realized optimally only if there is good cooperation andharmony between the coordinating and coordinated.Keywords: coordination, district, development.

Abstract

Pengembangan Sumber Daya Manusia di dalam suatu perusahaan merupakan topik yang sangat penting dalamrangka Manajemen Sumber Daya Manusia. Dalam dunia industri salah satu aspek yang berdampak padaproduktivitas perusahaan adalah stress. Salah satu hambatan lain yang berhubungan dengan produktivitaskaryawan di suatu perusahaan atau organisasi adalah kelelahan dan kelelahan kerja adalah respon total terhadapstres psikososial yang dialami dalam satu periode waktu tertentu dan kelelahan kerja cenderung menurunkanprestasi maupun motivasi pekerja bersangkutan. Ketika bekerja tidak jarang seorang individu menemui tekanan,yang pada akhirnya membuat individu merasa lelah, baik lelah fisik maupun psikisPenelitian ini adalah observasional analitik dengan pendekatan penelitian potong lintang (cross-sectional). Subyekpenelitian adalah karyawan bagian sumber daya manusia bank sulut cabang manado. Jumlah sampel dalampenelitian ini adalah 40 sampel. Pengambilan data melalui kuesioner. Uji statistik yang digunakan untukmenganalisis hubungan antar variable menggunakan uji statistik chi-square .Hasil penelitian Dengan menggunakan uji chi-square maka didapatkan hasil sebagai berikut: berdasarkan hasilanalisis statistik didapat hasil p = 0,046 (p > 0,05), dengan odds ratio 5,09 yang benar, yang berarti terdapathubungan antara stres kerja dengan kelelahan kerja. Dimana responden yang mengalami stres kerja memilikipeluan 5 kali lebih besar untuk mendapatkan kelelahan kerja, maka hipotesis H1diterima dan H0 ditolak yaituterdapat hubungan antara stres kerja dengan kelelahan kerja.Kata Kunci: Stres Kerja, Kelelahan Kerja

Abstract: the role of the Government is indeed changing in accordance with the demands of agrowing community and dynamics. Although the role of the Governmentis experiencing many changes in the Government's task is to give shortmaids the best to thecommunity. The purpose of this study is: to know how the performance of the Government inimproving public services in kelurahan Tingkulu Sub Wanea ManadoThe type of research used in this research is qualitative research. qualitative research is the kindof research that producesinventions that cannot be reached (obtained) byusing statistical procedures or other ways of quantifying (the measurement). Sampling in thisresearch that became an informant and is determined based on Purposive Samplingtechnique,namely the determination of the sample by consideration or particular criteria, so the numberof informants thatthere are as many as 10 people.The results showed Tingkulu village government performance in improving public services is still lesswell seen from theperformance indicators used are: (1) productivity, Accountability (2), (3) the qualityof service, Responsiveness (4), (5)corporate responsibility.Keywords: performance, public services

Abstract

ABSTRACT: The success of the village government can run smoothly and well being supported by manyfactors one village the financial factor because it is impossible for the village to be able to carry out thevillage administration effectively and efficiently without adequate financial support. This is due to thefinancial capacity of the village depends on the size and variety of sources of income as financial resourcesare owned by the village. Therefore, the leadership of the village head and village, excavation andmanagement of financial resources through the village of APBDes should be pursued in order to financewith establishment of the village and reached the village government administration efficient and effectiveas well as holding on to the Regulation of the Minister of Home Affairs Number 37 Year 2007, on GeneralGuidelines for Financial Management of the Village. The aim of this study is to describe, analyze anddetermine how the government's role in the management of village Budget Financing village inSupporting Rural Development in the District Bitunuris Salibabu Talaud Islands.This study used qualitative data analysis method presented in descriptive with purposivesampling technique of sampling / sample aiming the number of informants there are fifteen informants.Of existing research, the role of government in the village of budget revenue and expendituremanagement in support of rural development funding has not been completely worked well because thereis no budget is unclear or incomplete data, the condition of the village and village regulation system onlyfamilial but with flaws there are all the village officials work well together to seek the implementation ofAPBDes / village with a transparent financial accountability and participatory.Keywords:Management, Budget and buying rural (APBDes), Development.

Abstract Birth of Law Number 32 Year 2004 on Regional Government in which regions have theauthority to make policy in the village to provide services, increased participation and empowerment asstated in Law No. 32 Year 2004 on Regional Government. Embodiments of village autonomy is a process ofimproving the ability of people to participate to the public life with the principles of, by and for thecommunity.This study aimed to: determine the extent of village autonomy in financial management in the ruralvillages of the districts wayaloar wayaloar Halmahera district south. This study is trying to see the truth andhave to trace it farther something tangible as a qualitative method. Abstract

ABSTRAK This study aims to determine the effectiveness of the education and training of civilservants in improving the performance of the apparatus in Ternate City BKD; in other words, todetermine whether the education and training of civil servants effective in improving the performanceof the apparatus in BKD Ternate.This study used qualitative methods. Informants were taken from structural officials andemployees of the staff / implementers in BKD Ternate, entirely as many as 10 informants. Collectingdata using interview techniques, while the analysis of data using qualitative analysis techniquesinteractive model of Miles and Hubernann.The results showed: (1) Training civil servants (Structural / Leadership, Technical,Functional) can develop or improve the competence of knowledge, skills, and attitudes; (2) Training ofcivil servants may also develop personality, ethics and morals, and the dynamics of the mindset of theapparatus; (3) Training of civil servants provide benefits and positive impact on the ability to carry outthe task that in completing the task quickly and on time, manage and use the organization's resourcesefficiently, responding to the development of work tasks, make decisions, and handle and solveproblems in execution of duties ,Based on the results of these studies conclude that education and training of civil servantseffectively improve the performance of personnel in the Regional Employment Board of Ternate. Thismeans that more and higher education and training of civil servants who followed the higher orincreasing the performance of the apparatus.Based on the results of this study, it is necessary to put forward some suggestions (1) TrainingApparatus Training both Structural and Technical Training and Functional Training needs to beimproved. For the allocation of the budget (APBD) for Training Apparatus which has been felt stillvery small / minimal, needs to be improved. (2) Training of civil servants should be based on theprinciple of correspondence between the types of training with the objective needs and the realimplementation of the tasks at all levels in accordance with the principles of organizationaldevelopment. For that training should be based on sound analysis both at the organizational level, thelevel of the job / position and individual level.Keywords: Trainingcivil servants, Apparatus Performance

Abstract

Abstract: This study aimed to: "analyze the impact of leadership effectiveness terhdap performance ofthe civil service in the Department of Population and Civil North Halmahera District". The relevantmethod used is descriptive and explanatory survey with quantitative approach. Semapel respondentspurposively set as many as 33 employees in the Department of Population and Civil Registration ofNorth Halmahera district. Data were collected through questionnaires by survey techniques and directobservation. Once the data is collected, then analyzed by using frequency tables analysis (percentage)and to test the hypothesis applied simple linear regression analysis and correlation of product moment.The result showed that (1) The effectiveness of leadership at the Department of Population andCivil Registration North Halmahera District, observed from the dimensions of leader-subordinaterelations, task structure and position power leader, is in the category were likely to be high.Dimensions of Leadership Effectiveness, partially highly significant and contributes greatly to theperformance of the civil service. (2) The performance of the civil service in the Department ofPopulation and Civil Registration Halmahera in middle category or medium tends to be high.Simultaneously (together) dimensions of leadership effectiveness and positive effect is very real andhad a contributive relation to the performance of the civil service, particularly in the Department ofPopulation and Civil Registration North Halmahera.Thus, we can conclude that the hypothesis proposed in this study can be tested empiricallyvalidity, as well as justifying the underlying theories. Referring to the findings in this study, it can besuggested that leaders at all levels in the Department of Population and Civil Registration NorthHalmahera further enhance the competence and ability of a leader to motivate employees to improvetheir performance in delivering to the public servant.Keywords: leadership effectiveness, the performance of the civil service.

Abstract

ABSTRACT :Waste problems has received serious attention from various parties, so it has been placedasone of the main issues for local governments throughout Indonesia. So this is indicated by theenactment of law No.18 Of 2008 on waste management. Garbage growth was in line with thepopulation growth rate continues grow naturally in respect of this study to answer the Question “HowFar The Effect Of Policy Implementation Of Waste Management Of Environmental Hygiene InWestern Sub-District Amurang, South District Minahasa”.Refers to the finding in this study, it is necessary to put forward some suggestion, such as: (1) toimprove the effectiveness of waste management through waste management system policy,particurarly in the western sub-district Amurang, the cleanliness and landscape management officeneeds to request the addition of organizational resources. (2) sonsidering the dimensions of theimplementation of the communication is still not optimal, it is suggested that the local governmenttogether with other stakeholders who handle trash build better communication.Keywords: Policy Implementation, Environmental Hygiene
